Under direction of Chief Financial Officer, Accountant plans, organizes and performs a variety of professional accounting and/or auditing duties related to the preparation, maintenance, verification and reconciliation of accounting and financial records. This classification performs and participates in the development of budget schedules, and in the maintenance, analysis, development and implementation of financial reporting, balance sheet reconciliation, grants, trust and fund accounting, procurement, payroll, fixed asset maintenance, collection, distribution of fees and fines, auditing, and other related financial procedures and systems. This classification is full-time, represented and is non-exempt from the Fair Labor Standards Act.

- Preparing a variety of analytical accounting, statistical and/or financial statements and reports, for the approval of the CFO, which require analysis and interpretation of fiscal data for use by the Court, auditors, and other agencies.
- Examining, analyzing and verifying fiscal documents to ensure adherence to established controls and accurate recording of revenues and expenditures.
- Assisting in the preparation of year-end fund balance projection report and analyzing budget variances.
- Maintaining fiscal tables in the automated case management system, including establishing new or revising bail; fee and fine distributions; reading, understanding, and interpreting changes in laws, rules and regulations impacting bail, fine, and fee collection/distribution and making the necessary modifications to the fiscal tables in the automated case management system.
- Preparing and maintaining records of accounts receivable or accounts payable.
- Billing and collecting accounts due from other agencies.
- Reviewing daily deposit and revenue distribution and resolving accounting discrepancies and irregularities
- Maintaining and preparing monthly distribution of court collected fees, fines, forfeitures, and penalties to county, cities, state and other government agencies.
- Reviewing daily vendor claims payment batches for completeness and accuracy; ensuring encumbrances and payments are correct and in full compliance with all applicable fiscal and program contract requirements; tracking and monitoring all charges made to designated program funds.
- Overseeing the production of the biweekly payroll for staff and judges and serving as backup to the Accounting Technician to produce the biweekly payroll.
- Preparing and reporting schedules of revenues and expenditures.
- Monitoring revenues received through grants and reporting financial activities; maintaining grants schedules; monitoring and tracking grant expenses against budget ensuring encumbrance or expending occurs within the specific term of the grant.
- Supervising the maintenance of fixed assets and other subsidiary ledgers; preparing journal entries for the acquisition and disposal of fixed assets.
- Supervising the collection of delinquent fees and fines under the court’s comprehensive collection program including the transfer of accounts to third party collection agency; preparing the annual collection report.
- Preparing and/or reviewing purchase requisitions, Request for Quotes and other formal solicitations; drafting contracts and amendments in accordance to the Judicial Branch Contracting Manual; reviewing scope of work and administering contracts with project managers; monitoring progress and performance against contract requirements and change orders; coordinating with the Shared Procurement Services for procurements that are within the scope of the Shared Procurement Services; maintaining procurement and contract filing system;
- Overseeing year-end accounting activities including analytical review of the year-end work papers, trial balances, and general ledger account balances.
- Designing and maintaining accounting forms.
- Assisting in and/or overseeing the collection and analysis of financial information.
- Assisting in the development and maintenance of the annual budget; assembling and analyzing cost accounting records and other supporting data; establishing new accounts and budget controls.
- Examining ledgers, reports and other financial documentation for technical defects and accuracy; verifying and reconciling financial data to assure accuracy and completeness of information; conducting and/or assisting with audit and accounting studies.
- Preparing documents required for audit and assisting in providing response to audit issues.
- Overseeing and reconciling the trust funds within court databases; monitoring Court’s trust accounts including deposits, disbursements, refunds and reconciliation to ensure the integrity of the accounts and to safeguard against fraud and misappropriation.
- Maintaining balance sheet reconciliation including bank reconciliation.
- Monitoring daily cash balances, reconciling general ledger to subsidiary ledgers.
- Making complex or difficult adjusting entries and transfers of funds.
- Reviewing accounting systems, procedures and records; analyzing operational procedures and recommending changes to reflect “best practices”; monitoring changes in laws, policies and procedures that impact fiscal operations; and
- Performing other related work as required by business needs.

- Organizing and prioritizing work to ensure completion with a high level of accuracy, including short time deadlines.

Desirable Qualifications:
- Experience working in SAP system and a case management system, at a superior court or other public agency.
