Job Description:
A major Los Angeles agency is seeking an experienced IT Software Developer III for a 6-month contract assignment at its headquarters near Union Station (Downtown LA). This is a hybrid role with a structured Monday Friday schedule (7:00am 4:45pm, alternating Fridays off).

You will be responsible for the design, development, and maintenance of internal and external web applications, forms, reports, and enterprise sites. This role involves leading web and workflow projects, defining technical requirements, and collaborating across teams to deliver secure, scalable web solutions. You ll use a modern blend of web development, CMS, workflow automation, and cloud technologies to support mission-critical business functions.

Key Responsibilities:

• Design, develop, and maintain enterprise web applications, forms, workflows, and reports

• Build and update web pages and artifacts using HTML, CSS, JavaScript, ASP.NET, and CMS platforms (Umbraco/Webflow)

• Utilize cloud solutions (AWS, Cloudflare, Cloudinary) for hosting, CDN, and asset management

• Develop, query, and optimize SQL/Oracle databases, stored procedures, data models, reporting tools

• Implement enterprise workflow automation and digital forms (Power Platform, Nintex, SharePoint, Microsoft 365)

• Collaborate with business stakeholders to define requirements, deliver prototypes, and manage project deliverables

• Act as project manager: plan, coordinate, monitor scope, timeline, budget, and quality for assigned tech projects

• Apply best practices in security, scalability, testing, and documentation for all deliverables

• Provide technical support, training, and troubleshooting for users as needed

Job Requirements:

• Bachelor s degree in Computer Science, Information Systems, or closely related field (Master s preferred); plus at least 4 years relevant experience (or 2 years with Master s)

• Proven development experience with .NET/ASP.NET, SQL, JavaScript, HTML/CSS, XML, Oracle or SQL Server

• Strong experience with Microsoft 365 suite: SharePoint, Teams, OneDrive, Access, and collaboration tools

• Experience with Power Platform (Power Apps, Power BI/Report Builder, Power Automate) and workflow automation (Nintex)

• Solid knowledge of modern CMS (Umbraco preferred), web development tools (Dreamweaver, Photoshop, Webflow)

• Cloud platform skills with AWS, Cloudflare, and/or Cloudinary highly desirable

• Experience with project planning, management, and delivery in a public sector or large-scale enterprise setting

• Understanding of data modeling, database objects (tables, indexes, views, procedures), SQL optimization

• Knowledge of software architecture, object-oriented design, UML, middle-tier and database interface development

• Excellent written and verbal communication skills; able to translate technical info for diverse stakeholders

• Detail-oriented, organized, and committed to maintaining confidentiality and data security

• Valid CA driver s license required

Preferred Qualifications:

• Prior experience in a government, utility, or large enterprise environment

• Project management certification or formal PM training
