Brief Description of Duties:
We are looking for an experienced educator and administrator who genuinely believes in the mission of adult education. Someone who understands the unique challenges our students face and knows how to build programs that meet people where they are. The Director of Instructional Support leads all instructional programming, supervises faculty and academic staff, oversees the Learning Lab and ensures that everything we offer is high-quality, relevant, and accessible. The Director reports directly to the Associate Executive Director and serves on the senior leadership team.

Primary Responsibilities include but are not limited to :
Academic Programs

Lead the development, delivery, and ongoing review of all instructional programs, including High School Equivalency Preparation, College Preparation, English for Speakers of Other Languages (ESOL), and Workforce Development
Ensure every program has an approved Instructional Program Plan, written curriculum and that courses reflect current best practices in adult education and local workforce needs
Work with faculty to build programming that is engaging, culturally relevant, integrates technology and designed for adult learners.
Stay current on labor market trends in the Syracuse region and adjust workforce programming accordingly, maintaining employer partnerships that support student placement
Coordinate articulation agreements with SUNY campuses and local colleges so that students can move into degree programs when they are ready
Oversee the College Connections Initiative (CCI), including the annual program plan and any college campus partnerships
Manage the academic calendar, scheduling, and course assignments in coordination with faculty and the Associate Executive Director
Obtain UCAWD pre-approval before implementing any new or substantially changed programs, as required under IPCA Policy 2024004-R3

Learning Lab (Tutoring Services)

Provide day-to-day administrative oversight of the SEOC Learning Lab and tutoring services, ensuring they are accessible and genuinely useful to students
The Learning Lab is often where new students get their footing before entering a structured program. This role ensures it functions as a real academic resource that integrated computer-based learning software
Coordinate Learning Lab staffing and scheduling; work with tutors to support students across subject areas including math, reading, writing, and basic computer skills
Track student progress in the Lab and use that information to connect students with appropriate next steps and programs

Faculty and Staff

Recruit, hire, supervise, and evaluate all instructional faculty and academic support staff
Build a teaching staff that reflects the diversity of the communities we serve and brings a combination of academic credentials and real-world experience
Provide meaningful professional development not just compliance training. This means supporting faculty in growing as adult educators and staying current in their fields
Create a culture where faculty feel supported, heard, and accountable, address performance issues directly and constructively
Manage faculty schedules and workloads.

Student Support and Equity

Ensure academic programming genuinely reflects the experiences and goals of our students who are managing work, family, and life alongside their education
Oversee student placement, testing, and assessment in compliance with UCAWD policies, including TABE administration and educational gains measurement
Maintain fair, consistent academic policies and handle academic grievances with care, in keeping with SEOC's student handbook
Make sure students have what they need to participate fully, from basic supplies to materials required for workforce programs
Work across departments to connect students with wrap-around services housing resources, food access, childcare, and transportation.

Compliance and Reporting

Maintain accurate student records and academic documentation in Banner; ensure timely and correct data entry across all academic functions
Support the Academic Affairs components of the Annual Operational Review Meeting (AORM), including required narrative statements and compliance checklists
Prepare and submit the Instructional Program Plan, Operational Plan, and annual program review summaries to UCAWD by required deadlines
Develop and monitor Continuous Improvement Plans in response to program evaluations and performance data
Represent SEOC at statewide EOC academic leadership meetings and relevant UCAWD convenings

Community and Partnerships

Build relationships with community organizations, workforce agencies, social service providers, and employers who can support our students' goals
Serve as an advocate for adult learners in conversations with workforce boards, civic partners, and the broader community
Identify grant opportunities and collaborative training proposals in coordination with the Executive Director; prepare required submissions

Job Requirements:
Minimum Qualifications

Master's degree in education, Adult Education, Curriculum and Instruction, Workforce Development, or a closely related field from an accredited institution
At least five years of experience in educational administration, with direct responsibility for programs, faculty, and academic quality
At least three years of experience working with adult learners or economically and educationally disadvantaged populations in a community-based, workforce, or post-secondary setting
Working knowledge of adult education practices, including HSE preparation, ESOL instruction, workforce credentialing, and standardized learning assessment
Comfort with data systems and technology; experience with Banner, Argos, Brightspace, or comparable platforms is a plus
Strong organizational skills and the ability to manage competing priorities, regulatory timelines, and a busy team
Clear, direct communication skills with students, faculty, agency partners, and SUNY administrators

Preferred Qualifications

Doctoral degree (Ph.D. or Ed.D.)
Prior experience in a SUNY EOC or UCAWD-affiliated program
Bilingual or multilingual skills, especially in Spanish, Arabic, Somali, or other languages spoken widely in the Syracuse community
Experience managing a learning lab, tutoring center, or technology-supported instructional space
Background in grant writing or program development
Familiarity with trauma-informed approaches and strengths-based models in adult education
