Job Description

Major Functions

The County of Volusia is seeking an Engineering Inspector in our Facility Management division, in Daytona Beach, Florida. The Engineering Inspector is tasked with ensuring that projects are completed according to specifications, standards, and within budget and schedule constraints. This position will work closely with the Construction Managers assigned to the capital improvement projects for County Facilities. The majority of projects will be renovation, repair, and retrofit projects, the ideal candidate will also be well-versed in vertical construction requirements as well.


Illustrative Duties

· Conduct regular inspections of the contractor’s work to ensure compliance with project specifications, industry standards and Customer requirements.

· Verify that all construction activities comply with relevant local, state and federal regulations, codes and safety standards.

· Oversee or conduct tests on materials and workmanship, such as soil compaction, concrete slump and weld to verify quality.

· Maintain detailed daily logs of site activities, noting any issues, delays and weather conditions that may impact the project.

· Regularly report project progress to the customer, including any deviations from the schedule, scope or budget.

· Document and report any observed non-compliance issues, working with contractors to correct them in a timely manner.

· Track the contractor’s adherence to the project schedule, noting any potential delays and reporting them to the customer.

· Review and verify contractor invoices against work completed and materials used to ensure accuracy and prevent overbilling.

· Evaluate and validate change order requests, assessing their impact on budget, schedule, and project scope.

· Serve as a point of contact between the customer and contractor, facilitating clear communication regarding expectations, requirements, and any issues that arise.

· Collaborate with architects, engineers, and design professionals to resolve field discrepancies and design clarifications.

· Attend and participate in project meetings to discuss progress, address issues, and coordinate activities among stakeholders.

· Conduct regular safety inspections to verify that the contractor is maintaining a safe work environment and following required safety protocols.

· Ensure the contractor complies with environmental protection standards, including waste disposal and erosion control measures.

· Document and report any on-site incidents or safety violations, working with contractors to implement corrective measures.

· Assess and identify risks related to project delays, cost overruns and non-compliance with project specifications.

· Work with project teams to develop and implement strategies to mitigate identified risks, ensuring the project stays on track.

· Proactively resolve on-site issues as they arise, such as conflicts over scope, scheduling issues, or material shortages.

· Prepare a punch list of any outstanding work deficiencies for the contractor to address before project closeout.

· Conduct a final inspection with the customer to confirm that all work meets specifications and standards.

· Assist with the handover process, ensuring all necessary documentation, as-built drawings, warranties, and certifications are provided to the customer.

· Proficiency in reading and interpreting architectural, structural, and engineering drawings, as well as familiarity with as-built drawings.

Minimum Requirements

Graduation from high school or possession of a GED and four (4) years' experience in commercial construction or related field including inspections and similar situations.


A comparable amount of education and training may be substituted for the required experience.


Must possess and maintain a valid Florida Driver’s license at the time of hire.


Must possess a valid Florida driver's license within 30 days of appointment and maintain thereafter.



Knowledge, Skills & Abilities

· Knowledge of local, state, and federal building codes (e.g., IBC, OSHA regulations) and standards for construction quality and safety.

· Knowledge of familiarity with building materials (e.g., concrete, steel, wood) and construction techniques, particularly for structural, mechanical, electrical, and plumbing (MEP) systems in building and renovation projects.

· Knowledge of project management concepts, including scope, time, cost, quality, risk, and procurement.

· Knowledge of the documentation process, including RFI (Request for Information) logs, change orders, submittals, and daily reports.

· Knowledge of on-site safety protocols and incident reporting procedures to ensure a safe working environment for all personnel.

· Knowledge of environmental regulations, sustainable building practices, and safety standards, including Leadership in Energy and Environmental Design (LEED) certifications and best practices for reducing environmental impact in construction.

· Ability to analyze construction activities, identify potential issues, and assess compliance with plans and specifications.

· Ability to quickly identify construction problems, propose solutions, and implement corrective actions in a proactive and timely manner.

· Ability to clearly communicate complex information to diverse stakeholders, including contractors, clients, and engineers, both verbally and in writing.

· Ability to prioritize tasks effectively to manage multiple inspections and ensure project deadlines are met.

· Ability to mediate between the client and contractor, resolving conflicts that arise over project specifications, scope, or timelines.

· Ability to work outdoors, navigate active construction sites, climb ladders, and perform tasks that may require physical stamina.

· Skilled in inspecting work quality, measuring materials, and ensuring strict adherence to standards.

· Skilled in field inspection techniques and knowledge of testing methods for building materials (e.g., concrete strength testing, moisture content testing).

· Skilled in construction management software (e.g., Procore, PlanGrid, or Bluebeam) and office software (e.g., Microsoft Office Suite) to document and track inspections, changes, and project progress.

· Skilled in analyzing blueprints, technical drawings, and project specifications to ensure that the construction aligns with approved designs.

· Skilled in identifying risks associated with building and renovation projects, especially regarding structural integrity, material quality, and schedule compliance.

· Skilled in assessing and validating contractor change orders and understanding their potential impact on project costs and timelines.



ADA REQUIREMENTS:


Physical Demands: Ability to lift, carry, push and/or pull 25 pounds. Visual acuity (depth perception, peripheral vision, and color acuity) necessary to operate a motorized vehicle and review schematics. Ability to walk, stand, climb, reach, crawl, kneel, bend and finger dexterity.


Environmental Demands: Outside work. Exposure to inclement weather (rain, cold, heat, humidity), noise/vibration, fumes, odors, chemicals, dust, insects. Ability to traverse uneven/undeveloped terrain.


Mental Demands: Ability to read and comprehend technical and professional journals, manuals and procedures; layouts, blueprints; safety rules, instructions, policies, letters and memos. Ability to write reports, summaries, letters, evaluations. Ability to speak clearly and concisely relaying information, data and details to layman. Ability to perform shop math and general mathematical functions.
