Sumter County is Currently Seeking a Clerk to Council for County Council

Examples of Work Performed: Manages the office operations for Sumter County Council members. Assists Council, the Administrator, and the County Attorney in the preparation of policies, directives, and legislative actions of Council. Gathers information and data for meetings upon the request of County Council, staff, and citizens; prepares meeting agendas and agenda packets. Records meetings of County Council and prepares official minutes of meetings. Prepares the annual operation budget for the Office of County Council; and carefully manages the expenditure of appropriated funds in County Council’s budget; as well as purchases all materials for this office. Also responsible for purchasing appropriate promotional items for the Office of County Council. Prepares and maintains an inventory of all County Council’s ordinances, resolutions, proclamations, and other adopted documents and works with the Information Technology department to ensure that documents are posted on the County’s website. Organizes and coordinates all functions for Council ceremonies, receptions, strategic planning sessions, travel, Christmas Tree Lighting Ceremony, dinners, etc.). Reports to the Council Chairperson.

Required Knowledge, Skills & Abilities: Has thorough knowledge of the methods, procedures and policies of the County and County Council pertaining to specific duties of the Clerk to Council. Is knowledgeable in the laws, ordinances, standards and regulations pertaining to the specific duties and responsibilities of the position. Has considerable knowledge of the functions and interrelationships of County and other governmental agencies. Has the ability to comprehend, interpret and apply regulations, procedures and related information. Has comprehensive knowledge of the computer and other technical terminology used within the department. Is skilled in applying a responsible attention to detail as necessary in preparing reports and correspondence. Is proficient in clerical skills, writing composition, typing and public relations skills. Has skill in the use of computers. Knows how to operate and maintain a variety of office equipment as necessary in the performance of daily activities. Is able to take the initiative to complete the duties of the position without the need of direct supervision. Is able to use independent judgment in performing routine and non-routine tasks. Knows how to perform duties in a courteous manner and with the utmost integrity in the best interest of the public. Is able to read and interpret policy and procedure manuals, legal documents and other materials pertaining to the responsibilities of the job. Capable of working under stressful conditions as required. Has the mathematical ability to handle required calculations. Has the ability to plan, organize and prioritize daily assignments and work activities. Is able to offer assistance to fellow employees as necessary. Has good organizational technical and human relations skills. Has the ability to learn and utilize new skills and information to improve job performance and efficiency. Knows how to react calmly and quickly in emergency situations. Is able to compile, organize, and utilize various financial information necessary in the preparation of the departmental budget, and knows how to prepare and monitor the budget. Must be able to work additional hours for Council’s meetings and special events. Occasionally required to exert up to 25 pounds lifting, carrying, pushing, pulling or otherwise moving objects.

Minimum Requirements: An associate’s degree in public administration, business, or related area; or supplemented by five years executive administrative or office management experience, or an equivalent combination of education, training, and experience that provides the required knowledge, skills, and abilities. SC Notary of Public preferred or must be willing to obtain.
