Human Resources Generalist 

12 Month Calendar (261 Days) 

Immediate Supervisor: Executive Director 

 

Purpose Statement 

Under the direction of the Executive Director and Business Administrator, the job of Human Resources Generalist is responsible for planning, directing, and coordinating all human resources functions for the LEA. This position ensures effective recruitment, employee relations, compensation and benefits administration, compliance with federal and state regulations, labor relations, and staff development. The role supports the LEA’s mission by fostering a positive, equitable, and legally compliant workplace for certified and classified employees.  

Essential Functions 

  • Performs a variety of specialized duties including posting of open positions on applicable 

websites/locations. 

  • Processes employee terminations and retirements, notify appropriate retirement system of employee status; adjust final pay; maintain confidentiality of sensitive and privileged information. 
  • Coordinates hiring timelines, background checks, licensing, and onboarding. 
  • Works with state and legal teams on teacher credentialing processes, including support of international teachers and teacher development programs.  
  • Verifies teachers and other licensed employees have proper credentials recorded with the applicable office; provide information on licensure requirements to administrators, teachers, substitutes, and applicants; notify certificated staff of license expiration dates and maintain current information on licensure requirements. Updates teaching assignments in the current Utah State database for all licensed staff. Maintains licensure, certification, and personnel reporting requirements. 
  • Maintains systems for employee fingerprint clearance, and other related information; obtain related documentation and clearance related to screening for employment. 
  • Administers employee benefit programs in compliance with carrier contracts (e.g. enrolling new employees, explaining benefit options, organizing benefit fairs, mediating benefit eligibility and payment issues, open enrollment, etc.) for the purpose of providing maximum coverage to employees within contract specifications. 
  • Compiles data from a variety of sources (e.g. applicants, employees, benefit carriers, outside agencies, etc.) for the purpose of complying with financial, legal and/or administrative requirements. 
  • Coordinates a wide variety of employment, benefit, and payroll processes for the purpose of meeting charter school staffing requirements while complying with established guidelines and budgets. 
  • Maintains a variety of confidential and non-confidential physical and electronic files and records (e.g. provider contracts, claim files, employee records, vacancy listings, applicant status, etc.) for the purpose of providing an up-to-date reference and audit trail. 
  • Participates in meetings, workshops and seminars as assigned for the purpose of conveying and/or gathering information required to perform functions. 
  • Prepares a variety of reports and related documents (e.g. forms, vacancy listings, recruitment ads, pamphlets, identification cards, verification requests of employment, etc.) for the purpose of providing documentation and complying with mandated requirements. 
  • Researches information required to manage assignments including reviewing relevant policies and current practices (e.g. application processing, discrepancies between employee, benefit provider/s, and government agencies, etc.) for the purpose of ensuring accuracy of records and resolving issues. 
  • Responds to written and verbal inquiries from a variety of internal and external sources for the purpose of resolving problems, providing information and/or referring to appropriate personnel and/or identifying the relevant issues. 
  • Serves as LEA Title IX Coordinator. 
  • Advises administrators on employee performance, discipline, and corrective action. 
  • Investigates employee complaints and workplace concerns.  

Other Functions 

  • Other duties as assigned by the Business Administrator or Executive Director.  

 

Job Requirements: Minimum Qualifications Skills, Knowledge and Abilities 

 

Skills are required to perform multiple, technical tasks with a need to occasionally upgrade skills in order to meet changing job conditions. Specific skill based competencies required to satisfactorily perform the functions of the job include: applying charter school, state and federal policies and regulations; operating standard office equipment; preparing and maintaining accurate records; and utilizing pertinent software applications. Strong conflict resolution and prob lem‑solving skills. Ability to handle confidential information with discretion. 

 

Knowledge is required to perform algebra and/or geometry; read technical information, compose a variety of documents, and/or facilitate group discussions; and solve practical problems. Specific knowledge based competencies required to satisfactorily perform the functions of the job include: codes, regulations & laws related to the job functions to ensure district compliance with federal, state, and local employment laws (e.g., FMLA, ADA, Title IX, FLSA, COBRA and ACA). Personnel practices applied within a charter school environment; interpreting contract language; and codes, and concepts of grammar and punctuation. 

 

ABILITY is required to schedule activities, meetings, and/or events; routinely gather, collate, and/or classify data; and use basic, job-related equipment. Flexibility is required to independently work with others in a wide variety of circumstances; analyze data utilizing a variety of complex processes; and operate equipment using defined methods. Ability is also required to work with a significant diversity of individuals and/or groups; work with data of widely varied types and/or purposes; and utilize job-related equipment. Problem solving is required to analyze issues and create action plans. Problem solving with data frequently requires independent interpretation of guidelines; and problem solving with equipment is limited. Specific ability based competencies required to satisfactorily perform the functions of the job include: communicating with diverse groups; meeting deadlines and schedules; maintaining confidentiality; working with constant interruptions; and working with detailed information/data.  

 

Responsibility 

Responsibilities include: working under limited supervision using standardized practices and/or methods; leading, guiding, and/or coordinating others; utilization of some resources from other 

work units is often required to perform the job's functions. There is a continual opportunity to impact the organization’s services. 

 

  • Job related experience, preferably in a school district or charter school, with increasing levels of responsibility is required. An associate degree or higher is required 
  • Experience working with Utah Retirement Systems (URS) preferred 
  • Professional in Human Resources (SHRM‑CP, SHRM‑SCP, PHR, SPHR) preferred 
  • Criminal Justice Fingerprint/Background Clearance 

 

Working Environment 

  • Physical ability to perform the essential functions listed above with or without reasonable accommodation. 
  • Some lifting, carrying, pushing, and/or pulling, some stooping, kneeling, crouching, and significant fine finger dexterity. 
  • Requires the ability to lift a minimum of ten (10) pounds. 
  • Possess the physical, mental, and emotional stability to work under stressful conditions, including but not limited to: deadlines, contract requirements, inspection requirements, and interaction with critical personnel.
