Job Description
Overview
Streamline Defense is seeking a Lessons Learned Specialist (LLS) to support the U.S. Special Operations Command (USSOCOM) Lessons Learned Program. The LLS will support Marine Forces Special Operations Command (MARSOC) located at Camp Lejeune, NC.
Responsibilities
Serve as a Lessons Learned (LL) SME; liaison with Component headquarters staff and subordinate organizations to assist in the execution of Lessons Learned Program (LLP) objectives.
Oversee Component LL processes employing knowledge of Component Commands' current and historical staff roles, areas of responsibility, and subordinate organizations.
Interpret Component Command senior-level guidance and incorporate into LL planning and execution of engagements, experiments, and exercises to resolve issues based on newly collected observations, insights, and lessons learned.
Assist the Component to assign LL managers and train those personnel on the LLP process.
Plan and synchronize Component LL priorities and lines of effort, including coordination and information sharing with other commands (Joint Staff, Services, Component commands).
Coordinate command-driven Before Action Reviews (BAR) for each specific event with objective analysis and identification of initial MDMP goals and objectives.
Conduct comprehensive DVRED activities post-OAI to identify immediate capability impacts as well as long-range effects on training and the employment and development of forces.
Ensure observations, insights, and lessons learned are archived into JLLIS for their respective commands and ensure data is accurate, relevant, and available.
Conduct internal examination of command directorates, to include senior-leader interviews, to document and archive best practices and lessons learned covering the planning, organizing, and execution of command priorities.
Perform high-level analysis through quantitative/qualitative research of operations, exercises, wargames, and experiments to assess the effectiveness of DOTMLPF-P throughout the Command and develop improvement recommendations for new and/or existing requirements.
Analyze SOF unity of effort activities to support command improvement with integration and synchronization with subordinate command activities.
Provide recommendations for subordinate command DOTMLPF-P changes/improvements.
Manage Component Lessons Learned analytical studies involving programs or policies cutting across the military Services and government agencies and incorporate adjustments to doctrine, policy, training, equipping, and organizing.
Regularly meet with Component Command military leadership to provide recommendations on focus area studies, command synchronization efforts, and quarterly feedback.
Conduct quantitative and qualitative analysis to develop standards for new or existing requirements that may alter training or operational missions and programs.
Compile Before Action Reports (BAR), After Action Reports (AAR), Executive Summaries, Post Activity Bulletins, and Requests for Information (RFI). Documentation shall be complete, include substantiated findings with recommendations, be distribution-ready, and consistent with a high level of quality control. The documentation shall also be audience-specific and captured at the appropriate security level.
Requirements
Active Top Secret clearance.
BA/BS in Humanities, Science, Business, or Mathematics, OR prior service E8, CW3, or O4 can be substituted for the education requirement.
7 years of prior service experience, including 2 years of experience working with a Component staff as a staff officer/NCO supporting the DOTMLPF-P and SOFCIDS process.
1 year of experience using unclassified and classified collaborative communications systems, such as MS Teams, Zoom, or similar virtual meeting platforms.
Graduate of a Component-specific SOF qualification course or additional service requirement for the supported unit.
