POSITION DUTIES AND MINIMUM QUALIFICATIONS


HR Specialist – Generalist: Performs a broad range of human resources functions in support of

staffing, classification, employee and labor relations, benefits, training, career counseling, policy,

and personnel processing activities. Assists with and prepares staffing-related documents,

develops and classifies position descriptions, builds and posts vacancy announcements, issues

certificates, and processes personnel actions. Reviews HR actions for accuracy and compliance

with applicable laws, regulations, policies, and procedural guidelines. Maintains personnel

records and HR files, scans and uploads documents into the electronic Official Personnel Folder

(e-OPF), and manages personnel actions using the Workforce Transformation Tracking System

(WTTS) and the Federal Personnel Payroll System (FPPS). Produces analytical work products,

develops reports, provides guidance and support to HR staff and managers, and may provide

oversight to administrative or HR personnel. Performs records management, document

preparation, filing, and other administrative support functions using standard office automation

equipment and software. Requires demonstrated experience performing HR functions in one or

more functional areas, including staffing, classification, employee/labor relations, benefits,

training, or policy. Below are a list of duties/responsibilities which include, but are not limited to:

Drafts vacancy announcements and coordinate the announcement opening date, closing

date, and summary of duty statements;

Defines minimum basic qualifications for each vacancy as defined by the Office of

Personnel Management (OPM) requirements, and the specialized experience

requirements;

Adheres to USDOT Operating Administration specific announcement requirements, such

as travel card requirements, relocation assistance, drug testing requirements, etc.;

Analyzes job analysis information to ensure selected questions are appropriate and will

effectively differentiate the best candidates;

Uses information from the job analysis, develop the appropriate weights for each

question and evaluate the overall weights and screen outs used in the position

announcement;

Documents applicant and announcement records with determinations on-line;

Reviews applications, determine qualifications and issue certificates using a variety of

federal rules including those related to category rating, merit promotion, student and noncompetitive

appointments;

Adjudicates veterans’ preference;

Audits case and close out case files, and document all activity as required; and

Communicates with candidates regarding the status of their applications in the

automated system, address concerns regarding the application process, and provide

assistance to applicants when applying through the manual application process.

Provides support for human resource programs;

Analyzes and advises staff and management on policy and areas of special focus;

Carries out assigned duties in staffing, some classification, benefits, training,

career counseling, labor/employee relations, and/or policy.

Salary : $65,000 - $95,000
