Summary of Primary Responsibilities:
JOB DESCRIPTION: Procurement Leadership and Operations Lead and manage procurement and subcontracting activities throughout the acquisition lifecycle, including planning, solicitation, evaluation, negotiation, award, administration, and closeout. Develop procurement strategies that balance cost, schedule, technical, risk, and business objectives. Oversee acquisition of materials, equipment, construction services, and professional services. Review statements of work, specifications, requisitions, and procurement packages to ensure completeness and compliance. Perform cost and price analyses and lead negotiations to obtain best value. Ensure proper implementation of contractual terms, conditions, and prime contract flow-down requirements. Monitor supplier and subcontractor performance and resolve contractual, performance, and delivery issues. Support program startup activities, material releases, change management, invoice approvals, and subcontract modifications. Maintain audit-ready procurement files and ensure compliance with applicable regulations and company procedures. Small Business and Supplier Diversity Program Management Manage the organizations Small Business and Supplier Diversity Program in accordance with contractual requirements and regulatory guidance. Develop and implement strategies to increase participation by small, disadvantaged, woman-owned, veteran-owned, service-disabled veteran-owned, HUBZone, and other diverse businesses. Monitor subcontracting goals and prepare required reports and metrics. Establish and maintain: 1) stakeholder, industry, and supplier outreach programs, 2) Procurement Forecasts, 3) Stakeholder and Bidder lists, and 4) Business Development Initiatives. Develop and administer Mentor-Protégé agreements and supplier development programs. Serve as the primary liaison with government and corporate small business representatives. Collaborate with the Senior Director of Procurement, other Procurement Managers, Functional Directorates, internal and external stakeholders, Industry. People Leadership Provide leadership, coaching, mentoring, and performance management for procurement personnel. Establish goals, priorities, and workload assignments that support organizational objectives. Foster a collaborative, ethical, customer-focused, and results-oriented work environment. Promote employee development through training, contingency planning, and continuous improvement initiatives. Compliance, Governance, and Financial Management Ensure compliance with FAR, DEAR, company policies/processes, and applicable federal, state, and local regulations. Support internal and external audits, assessments, and reviews. Support the development and management of departmental budgets and monitor financial performance. Promote ethical business practices and maintain high standards of procurement integrity. Support environmental, safety, health, quality, and security requirements applicable to procurement activities.

Qualifications:
MINIMUM QUALIFICATIONS: Bachelors degree in Business, Supply Chain Management, Procurement, Contract Management, Finance, or a related field. Ten (10) years of progressively responsible procurement, subcontract management, or contracting experience. Five (5) years of leadership or supervisory experience. Demonstrated knowledge of procurement regulations, contract administration, negotiation techniques, and supplier management. Strong analytical, communication, negotiation, and problem-solving skills. EXPERIENCE IN LIEU OF EDUCATION: HS diploma/GED and 15 years procurement experience. Minimum 5 years procurement management experience in government purchasing/contracting. PREFERRED: Experience supporting government (federal, state, local, or military), Non-Governmental Organizations (NGOs), or highly regulated environments. Construction, engineering, capital project, or industrial procurement experience. Experience with SAP or enterprise procurement systems. Certified Professional in Supply Management (CPSM), Certified Purchasing Manager (CPM), FAC-C Professional, CPCM, or equivalent certification. Experience managing supplier diversity or small business programs.
