Summary of Primary Responsibilities:
In managing various aspects of exercise and drill activities associated with the National Preparedness for Response Exercise Program (PREP) and Disaster Recovery Program, responsibilities may include: Designs PREP and Disaster Recovery drills and exercises; develops plans for submission to MOC and DOE management. Coordinates/interacts with various MOC directorates, local, state, and Federal agencies, and contractors in preparation for and assistance with drill and exercise design, scheduling, and execution. Conducts PREP and Disaster Recovery Program drill and exercise training for controllers and evaluators. Coordinates all logistic requirements; oversees contractors, EM personnel, simulators, controllers, evaluators, and exercise players. Ensures regulatory compliance, identifies plan/program deficiencies, and tracks corrective actions through MOC Assessment Tracking System. Coordinates and conducts drill and exercise evaluation critiques/debriefings. Prepares and maintains drill and exercise evaluation reports and files, prepares correspondence, and documents activities. Manages exercise costs and coordinates all exercise material purchases. Design training programs for controllers and evaluators for disaster recovery programs; provide for training to SPR employees in incident command and other Homeland Security required courses. Provide support for MOC incident command organization during drills, exercises, training and actual events. Participate in instructional design for yearly emergency response team requalification program and provide instruction in specialty areas. Coordinate with other SPR exercise programs (drawdown, security) to provide integration of respective activities through exercise design, conduct, and evaluation as needed. Inspection of site emergency preparedness programs through company Organizational Assessment program and announced and unannounced inspections of site activities. Lead auditor for emergency management function, establish meaningful metrics for tracking, trending and providing evaluation of effectiveness of programmatic goals. Required mobilization with EOC advance team prior to any incident requiring evacuation from the New Orleans office. Duties include assisting with remote SPR command post set up and operations, assisting Communications Engineer, and coordinating with government agencies on evacuation, sheltering, vertical refuge, and infrastructure issues. Support all other Emergency Preparedness functions to ensure successful implementation of the program. Lead or participate in special projects as assigned.

Qualifications:
MINIMUM QUALIFICATIONS: Bachelors degree in Emergency Management, Homeland Security and 5 years of relevant emergency management experience OR HS Diploma/GED and Seven years experience in Emergency Management, Disaster Recovery Exercise Planning, Emergency Response Firefighting, Hazardous Materials. Experience in the National Incident Management System (NIMS) required, the Incident Command System (ICS) required, the National Preparedness for Response Exercise Program (PREP) section 4202 (a) and subsection (7) for spill response preparedness, (33USC 1321) of the Oil Pollution Act of 1990 (OPA90) preferred. CERTIFICATIONS, LICENSES: Homeland Security Exercise and Evaluation Program (HSEEP) required. Master Exercise Practitioner Program (MEPP) preferred. WORKING CONDITIONS: 60% Office and 40% Field Work
