- Determine requirements, perform reconnaissance, support location analysis, and prepare designs, specifications, and estimates
- Apply engineering methods, standards, and precedent to complex facility and project problems
- Conduct or direct surveys and investigations to establish baseline data for design
- Evaluate technical requirements and develop economical, efficient design approaches
- Provide professional engineering advice to peers, managers, and project stakeholders
- Review plans, specifications, and design analyses and direct changes as needed
- Support construction and maintenance efforts through scheduling, layout, inspection, and surveillance of materials, methods, and equipment
- Prepare cost estimates, technical reports, fact sheets, schedules, and status reports
- Consult with contractors on unforeseen field conditions and latent construction issues
- Review shop drawings, samples, and material certifications for contract compliance
- Perform in-house design and support A/E design management
- Develop drawings, specs, cost estimates, cut sheets, and construction documents compliant with codes and safety standards
- Establish design criteria for A/E firms and support scope development for A/E work
- Review, direct, approve, or reject A/E design deliverables
- Support change order documentation
- Implement and monitor Environment of Care, OSHA, life safety, hazardous materials, emergency preparedness, security, and environmental compliance activities
- Support building renovations, interior finish improvements, water distribution, wastewater treatment, storm drainage, roads, and pavement-related projects
- Provide customer service in support of veterans, visitors, VA staff, and contractor teams
- Follow infection control and ADP/privacy/security requirements
Minimum Qualifications
- Minimum 5 years of General Engineer experience
- Bachelor’s degree in engineering and/or construction management
- Familiarity with Patient Centered Care culture in healthcare
- Knowledge of healthcare design
- Understanding of fire codes, building codes, barrier-free codes, systems/components, cleaning and maintenance concepts, ergonomics, and safety criteria
- Ability to review and interpret construction drawings and specifications
- Strong Microsoft Office skills: Excel, Word, PowerPoint, Access, Outlook
- Ability to communicate effectively in writing and verbally with contractors, management officials, vendors, contracting officers, and VA staff
