Brief Overview of Position:Strategic Operational Solutions, Inc. (STOPSO) is seeking a highly experienced Senior Pricing Manager to lead all aspects of pricing strategy and execution for federal government proposals. This role will be fully in charge of proposal pricing analysis, price-to-win strategy, and cost volume development, ensuring competitive, compliant, and financially sound pricing solutions.The Senior Pricing Manager will work closely with executive leadership, Business Development, Contracts, Finance, and Operations to support STOPSO's growth across federal civilian and defense markets. Candidates with the ability to support Finance & Accounting functions are strongly preferred.Key Responsibilities:Proposal Pricing & Strategy (Primary Responsibility):Serve as the pricing lead for federal proposals (RFPs, RFQs, RFIs)Own and execute pricing analysis, price-to-win (PTW) strategy, and competitive pricing assessmentsDevelop, review, and finalize Cost Volumes, including detailed cost models, BOEs, and pricing narrativesEnsure pricing compliance with FAR, DFARS, agency requirements, and solicitation instructionsSupport pricing strategy decisions in collaboration with executive leadership and Business DevelopmentLead pricing reviews, internal approvals, and proposal pricing milestonesCost Volume & Compliance:Develop compliant cost structures for FFP, T&M, and Cost-Reimbursable contractsEnsure accuracy and consistency across cost volume, technical approach, and staffing plansReview and validate subcontractor and vendor pricing for compliance and reasonablenessSupport negotiations with Contracting Officers and prime contractorsMaintain pricing templates, indirect rate models, and pricing assumptionsFinance & Accounting Support (Preferred):Support indirect rate development, forecasting, and rate optimizationAssist with budgeting, financial planning, and margin analysisCollaborate with accounting teams on cost allocation and project financial performanceSupport DCAA audits, financial reviews, and internal compliance activitiesExperience with GovCon accounting systems is a strong plusRequired Qualifications:Bachelor's degree in Finance, Accounting, Business, Economics, or related field10 years of federal pricing experience with increasing responsibilityDemonstrated experience owning proposal pricing, PTW strategy, and cost volume developmentStrong knowledge of FAR, DFARS, and federal cost principlesExperience pricing FFP, T&M, and Cost-Reimbursable contractsAdvanced Microsoft Excel skills (complex pricing models required)Strong leadership, communication, and stakeholder management skillsAbility to manage multiple proposals and deadlines simultaneouslyPreferred Qualifications:Ability to support Finance & Accounting functions in a government contracting environmentExperience supporting DCAA audits and rate negotiationsFamiliarity with GovCon systems (Deltek Costpoint, Unanet, etc.)Experience in small-to-mid-sized federal contractors
