Strategic Operational Solutions, Inc. (STOPSO) is seeking a highly experienced Senior Pricing Manager to lead all aspects of pricing strategy and execution for federal government proposals. This role will be fully in charge of proposal pricing analysis, price-to-win strategy, and cost volume development, ensuring competitive, compliant, and financially sound pricing solutions.
The Senior Pricing Manager will work closely with executive leadership, Business Development, Contracts, Finance, and Operations to support STOPSO's growth across federal civilian and defense markets. Candidates with the ability to support Finance & Accounting functions are strongly preferred.

Proposal Pricing & Strategy (Primary Responsibility):

This role will be fully in charge of proposal pricing analysis, price-to-win strategy, and cost volume development, ensuring competitive, compliant, and financially sound pricing solutions.

Key Responsibilities
Proposal Pricing & Strategy (Primary Responsibility):
- Serve as the pricing lead for federal proposals (RFPs, RFQs, RFIs)
- Own and execute pricing analysis, price-to-win (PTW) strategy, and competitive pricing assessments
- Develop, review, and finalize Cost Volumes, including detailed cost models, BOEs, and pricing narratives
- Ensure pricing compliance with FAR, DFARS, agency requirements, and solicitation instructions
- Support pricing strategy decisions in collaboration with executive leadership and Business Development
- Lead pricing reviews, internal approvals, and proposal pricing milestones
- Develop compliant cost structures for FFP, T&M, and Cost-Reimbursable contracts
- Ensure accuracy and consistency across cost volume, technical approach, and staffing plans
- Review and validate subcontractor and vendor pricing for compliance and reasonableness
- Support negotiations with Contracting Officers and prime contractors
- Maintain pricing templates, indirect rate models, and pricing assumptions
- Support indirect rate development, forecasting, and rate optimization
- Assist with budgeting, financial planning, and margin analysis
- Collaborate with accounting teams on cost allocation and project financial performance
- Support DCAA audits, financial reviews, and internal compliance activities
- Experience with GovCon accounting systems is a strong plus
- Bachelor's degree in Finance, Accounting, Business, Economics, or related field
- 10 years of federal pricing experience with increasing responsibility
- Demonstrated experience owning proposal pricing, PTW strategy, and cost volume development
- Strong knowledge of FAR, DFARS, and federal cost principles
- Experience pricing FFP, T&M, and Cost-Reimbursable contracts
- Advanced Microsoft Excel skills (complex pricing models required)
- Strong leadership, communication, and stakeholder management skills
- Ability to manage multiple proposals and deadlines simultaneously
- Ability to support Finance & Accounting functions in a government contracting environment
- Experience supporting DCAA audits and rate negotiations
- Familiarity with GovCon systems (Deltek Costpoint, Unanet, etc.)
- Experience in small-to-mid-sized federal contractors
