Job Description:
The position for Operations Manager is a Regular Fulltime Non-Exempt position. The Operations Manager is a key member of the Leadership Management Team and reports to the Executive Director. Under the direction of the Executive Director, the Operations Manager will be expected to maintain control of diverse business operations, expected to be a professional and efficient leader, have excellent people skills, business acumen and exemplary work ethics.
The goal of the Operations Manager position is to secure the functionality of the organization as a business to drive extensive and sustainable growth. The chosen candidate will be expected to meet the qualifications, responsibilities, and requirements stated here, but not limited to the followings and may be revised as needed by the Executive Director.
Position Information:
· Position reports directly to the Executive Director of Stone Soup Fresno
· Position is a Regular Fulltime Non-Exempt 40 hours per week, Monday through Friday
· As needed: this position will require some late nights, some Saturdays and possibly some weekends
· The Operations Manager is second in the emergency call list for safety and security of Stone Soup Fresno real property, thus person must be willing to answer emergency call(s) off hours
· Position and the offer to work is contingent on the new hire successful live scan finger print, successful background check and prior work history reference checks
· Position also requires the new hire to have current and active CPR and First Aid certification on file
· Chosen candidate must be a good steward of the organization, be willing to serve the community and carry themselves in a professional manner consistent to the expectations of the organization at all times
Qualifications:
· Minimum of a Bachelor’s Degree in Human Resources and/or Social Work and/or Business Management and/or related/relatable field of study
· Must have excellent customer service interpersonal people skills, spoken skills, written skills, and customer services skills.
· Bilingual a plus but not required
· Minimum two (2) years of on-site work experience in one of the following positions/jobs: Human Resources Manager/Assistant, Operations Manager, Office Manager, and/or a Nonprofit Program Manager who have worked with company staff, executives and have worked directly with clients of the organization
· Must be able to communicate well verbal and written
· Must be willing to work occasional work nights, occasional weekends and as needed to get the work done in a timely manner
· Must be willing to take charge, take ownership of workload, work related discussions and decision making in situations where the Executive Director is not available
· Must be professional at all times with all staff and all clients of the organization
· Must be willing and available to speak on behalf of the organization when called upon
· Must be knowledgeable of human resources compliance, laws, and regulations in accordance to the State of California
· Must be familiar with community resources and/or programs such as: California State Preschool Programs (CSPP), Women Infants and Children (WIC), CalFresh/SNAP program, Head Start, and community base resources.
· Experienced working with children and families in any program setting a plus
· Experienced working with a diverse bilingual community and experienced with cultural nuances in relations to respect and trust of one another
· Experienced working collaboratively with multiple stakeholders
· Must be a comfortable communicator and have excellent organizational skills
· Must be able to speak publicly, articulate conversations in a professional manner
· Must be able to lead discussions in a work-related setting and topics
· Must have intermediate knowledge of Microsoft Suite programs and can use all programs proficiently
· Excellent interpersonal and public speaking skills

Responsibilities in Categories:
1. Human Resources:
· Must be able to keep work related sensitive-confidential information private and secure at all times.
· With the Executive Director, be the Point of Contact for Human Resources (HR).
· Point of contact for internal Human Resources questions, needs, and issues.
· Lead Stone Soup Fresno implementation of employee benefits, benefit change request, and enrollments for all benefits.
· Assist the Executive Director with issues such as: staff changes, hiring, termination, and disciplinary actions.
· Gives routine interpretation of laws, rules, and regulations as it pertains to the work of Stone Soup Fresno and all its employees/staff.
· Responsible for ensuring California employer/employee relations are update and kept within the law for the State of California.
· Responsible for ensuring all employee records, licenses, permits, are current and up to date. Make necessary communications to employees for updates.
· Responsible for keeping all Stone Soup Fresno employee record files, safe, secure and confidential at all times.
· Oversee access and provide oversight for online Employee portals.
· Point of contact for employee health benefits questions, concerns, and issues.
· Point of contact for employee related benefit questions and employee online access for benefits and payroll accounting.
· Answer inquiries concerning agency functions either verbally, written or in person to the appropriate person(s).
· Benefits and insurance contact person for all Vendors of Stone Soup Fresno for health benefits and all insurances.
· Provide excellent customer service to vendors, brokers, and all employees/staff of Stone Soup Fresno.
2. Payroll and Banking Accountability:
· Oversee daily operations of staff work records, clock-in and clock-out accountability.
· Oversight to ensure accurate work records to payroll processing records.
· Provide oversight to ensure Time Off Request coincides with payroll records.
· Prepare bi-monthly payroll and prepare payroll reports.
· Process and allocates cost items to variety of programs and projects.
· Develops and implements new and/or revised record keeping systems and procedures for human services, accounts receivables, account payables, and employee records.
· Monitors supply and equipment stock, determines needs and places orders for necessary items.
· With Executive Director, external CPA and/or Auditors to maintain strong financial operations of the organization.
· Makes routine bank deposits and maintain banking relationships.
· Process daily account receivables and expenditures.
· Responsible for tracking all expenditures and receivables.
· Responsible for submitting all bills for payment.
· Working with CPA and Executive Director, ensure all financials are in excellent standings.
3. Program Records and Program Tracking:
· Record keeping on grant fund programs.
· Keep track of grant fund reimbursement and expected funds receivable.
· Responsible for data analysis and performance/operation metrics as needed.
· With the Executive Director and Director of Early Childhood Education, ensure the California State Preschool Program (CSPP) program performance is maximized by interpreting data and metrics as described by the requirements of CDE Title 5 & Title 22, and contracts/grants.
· With the Executive Director, ensure all CSPP regulations are followed.
· Working with the Executive Director, Director of Early Childhood Education, and Master Teachers; the Operations Manager will prepare monthly reimbursement with data received through NoHo for attendance records.
· Attend grant fund allocation meetings as instructed by Executive Director.
4. Operational Responsibilities:
· Assist the Executive Director in variety of administrative detail matters as needed.
· Assist the Executive Director in development, compliance, and modifications of internal operations and fiscal procedures.
· Assist Executive Director in ensuring record accuracy for all programs.
· Assist in fundraising events and ventures both onsite and offsite.
· Participate in expansion activities both onsite and offsite.
· Participate in future planning strategies for the organization.
· Demonstrable competency in strategic planning and business development
· Manage relationships with partners/vendors.
· Working knowledge of IT/Business infrastructure and MS Office as applicable.
· Serves as the cross-check oversight for all program reporting.

Stone Soup Fresno was founded in 1996 and is a nonprofit 501c3 organization located in Fresno, California. Stone Soup Fresno has been serving the community for over 22 years in Early Childhood Education, family resources, dual language programs, cultural preservation programs and family advancement. In 2016, Stone Soup Fresno launched its onsite Early Childhood Education Preschool and in May 2018 the Stone Soup Fresno Preschool was recognized and awarded the County of Fresno Superintendent of School’s Early Stars Program 4 out of 5 Stars.
