Stimulus Technologies is hiring a hands-on, operator-level CFO to lead two equally critical priorities: (1) audit-ready accounting, grant compliance, and infrastructure project accounting for a major fiber expansion, and (2) capital strategy and execution, including partnering with investment banks and leadership to raise and manage approximately ~$150M of equity and debt financing.
This is a high-urgency role. You will be expected to move quickly, establish disciplined operating rhythms, and build a scalable finance organization while simultaneously supporting a large, capital-intensive infrastructure program.
Location and work style
• Location: Henderson, NV (primarily on-site; occasional travel as needed)
• Hands-on initially to stabilize close, fix processes, and clear an audit backlog; then scale the team and transition into higher-leverage leadership
Why this role is different
• You’re not inheriting a “fully built” finance org. There is a Controller in place and limited accounting support today; you will build the team and systems required for scale.
• You’ll lead financial stewardship for a $600M fiber expansion program (project accounting, capitalization, fixed assets, cost controls).
• You’ll help structure and execute a combined equity debt raise of approximately $150M (you’ll recommend the optimal mix/structure).
• You’ll operate with “public-company readiness” standards: controls, governance, and investor-grade reporting cadence.
What success looks like (non-negotiable outcomes)
First 6 months (accelerated priorities)
• Complete financial statement audits for 2023, 2024, and 2025 and establish an on-time annual audit cadence going forward
• Build and enforce accounting policies, procedures, and internal controls that pass annual audits and federal/state grant-related audit expectations
• Stand up grant accounting workflows and compliant cost allocation/documentation/drawdown processes for major programs (BEAD, CPF, SLFRF, CA FFA, CA CASF)
• Implement a credible close calendar, quality checks, and leadership reporting that becomes the company’s operating rhythm
• Build an execution-ready financing workplan for the ~$150M raise (data room readiness, model, reporting templates, diligence responsiveness)
12–18 months overall
• Build, manage, and train a robust Accounting/Finance organization capable of accurately managing the fiber expansion and company growth
• Produce annual budgets, rolling forecasts, and multi-year pro formas with operating leaders; install variance management and accountability
• Lead/partner on the ~$150M raise execution and establish investor/lender reporting discipline and compliance readiness
• Deliver decision-ready monthly leadership reporting and board-ready quarterly packages
Core responsibilities
• Own GAAP financial statements, month-end close, and management reporting; enforce close calendar and quality controls
• Lead audit execution (including the accelerated audit backlog) and remediation of control/process gaps
• Lead grant accounting and compliance across major programs, including allowable cost rules, cost allocation, documentation standards, drawdown support, and reporting
• Implement infrastructure project accounting for fiber builds: job costing structure, change-order tracking, CIP/WIP, capitalization policies, and fixed asset management
• Own budgeting, forecasting, and pro forma modeling; deliver scenario/sensitivity analysis; drive accountability on variances
• Manage cash forecasting and liquidity planning for a capital-intensive program
• Partner with CEO/executive team and investment banks to structure, raise, and manage equity debt; lead diligence responsiveness and ongoing investor/lender reporting
• Build and develop the finance/accounting team (hire/upgrade key roles; define ownership; training plans; performance expectations)
• Drive public-company readiness: controls, governance rhythms, and investor-grade documentation
Systems environment
• ERP: Sage Intacct (priority to implement fixed asset management and procurement workflows in Sage Intacct where feasible)
What we’re looking for (must-haves)
• 10 years in progressive accounting/finance leadership with direct responsibility for accounting operations and audit management
• Deep technical accounting capability: capitalization, fixed assets, infrastructure project accounting (CIP/WIP), cost allocation, job costing
• Hands-on grant accounting and compliance experience; familiarity with federal grant requirements and audit expectations (Uniform Guidance/Single Audit concepts)
• Proven ability to build audit-ready processes, internal controls, and policies in a growth environment; comfortable being hands-on early
• Experience supporting capital raises and working with investment banks/investors/lenders; ability to translate project economics into clear investment narratives
• Strong people leadership with a track record of building high-performing teams
Preferred (strong)
• CPA strongly preferred
• Telecom/broadband infrastructure experience preferred (other utility/construction infrastructure backgrounds also valued)
• Experience working with private equity partners in managing growth
• Strong working knowledge of Sage Intacct (or comparable ERP with successful implementations/process improvements)

Compensation
This role is compensated at market levels and includes a performance bonus and equity component aligned to measurable outcomes (audit completion, reporting quality, capital raise execution, and team scale).
