Strong project management skills capable of running and managing large team(s) of Metasolv/M6 developer

Capable of communicating and planning with C and V-level executives, and a proven record of managing

Deep understanding of Fiber and Copper inventory on M6, including migrations

Deep understanding of M6 clusters, instances, performance tuning and enhancing stability

Superb communication skills

Our client, a multinational telecommunications technology company is growing and is seeking an experienced Metasolv Technical Program Manager to lead a global development team in Agile-based delivery of M6 features, managing sprint cycles, JIRA workflows, Git repositories, and controlled multi-environment deployments (Dev, Test, UAT, Prod) using automated SQL release packages and rollback protocols.

Key Responsibilities

• Lead the simplification and optimization of the current Oracle Metasolv M6 infrastructure, including enhancements to Service Requests (SRs), Design Assignments (DAs), Network Elements, and Connection Hierarchies, to streamline telecom service fulfillment and reduce provisioning complexity.
• Drive architecture and integration efforts involving WebLogic Server, Oracle 19c, PL/SQL packages, OSS/J interfaces, JMS/MQ messaging, and custom Java APIs, ensuring seamless interoperability with upstream BSS platforms (e.g., Salesforce, Siebel) and downstream activation systems (e.g., Cisco NSO, Netcracker, Ciena Blue Planet).
• Oversee the full software development lifecycle for M6 enhancements and customizations, including Java-based cartridge development, XML schema transformations, workflow rule extensions, and deployment via WLST scripts and Oracle Enterprise Manager.
• Engage business stakeholders across network engineering, operations, and service delivery to gather requirements and translate them into technical designs-focusing on service templates, circuit inventory, and network topology simplification within the M6 data model.
• Inclusive leadership of 30-50 person team to create an engaging environment, set individual goals, performance enhancement, and growth for the unit management team.
• Establish a learning and innovation culture for constant improvement of software engineering processes and programs.
• Maintain full grasp of the projects handled by the unit and organize project priorities. Proactively investigate and identify critical points and major milestones.
• Lead all aspects of unit-wide quality metrics, standard methodologies, and coding patterns. Use deep expertise for the implementation of engineering strategy.
  
  

Required Skills

• Degree in Computer Science or equivalent - information technology, management information systems, software engineering, and networking
• Minimum 10-15 years of experience in software engineering and at least 5 years of experience leading multiple development groups with Oracle Metasolv M6 infrastructure, SRs, DAs, etc.
• Hands on experience WebLogic Server, Oracle 19c, PL/SQL packages, OSS/J interfaces, JMS/MQ messaging
• Proven experience of software development methodologies, principles, procedures, software management, and support tools and services.
