Stellar Solutions is seeking a Spectrum Management and System Safety professional to support mission-critical spectrum certification and system safety activities for space vehicle and ground systems programs. This role is responsible for coordinating regulatory, technical, and programmatic actions across the lifecycle of the system, while maintaining disciplined stakeholder engagement, status tracking, and reporting. The position supports a high-visibility customer environment requiring strong organization, technical judgment, and the ability to drive progress across multiple workstreams.

Role/Responsibilities/Qualifications

This role is central to ensuring both spectrum supportability and disciplined system safety execution for space vehicle(s) and Ground Entry Points. The successful candidate will work across customer and program teams to manage certification activities, safety assessments, technical documentation, milestone tracking, and recurring coordination forums. This position requires strong communication skills, attention to detail, and the ability to work effectively across technical and programmatic interfaces.

Key responsibilities include:

  • Manage activities to obtain NTIA frequency certification for space vehicle(s) and Ground Entry Points (GEPs)

  • Manage NDD coordination and submission of DD Form 1494 Application for Equipment Frequency Allocation across Stage 1, Stage 2, Stage 3, and Stage 4 with the SSC Spectrum Management Office

  • Coordinate the generation and review of frequency selection worksheets

  • Review Spectrum Supportability Risk Assessments for both space and ground systems

  • Generate and maintain the Program Spectrum Plan of Actions and Milestones

  • Track Radio Frequency Interference analysis progress and provide status visibility

  • Manage ITU filing activities, including Advanced Publication Information

  • Manage system safety activities in support of the space vehicle lifecycle

  • Apply system safety engineering principles to the safety of the system, personnel, and space environment throughout the hardware lifecycle

  • Support qualitative and quantitative safety assessments, including FMEA, FMECA, and analyses aligned to MIL-STD-882E

  • Support understanding and application of DAFI 91-202 and end-of-life disposal requirements

  • Support flight software safety analysis and migration considerations in accordance with MIL-STD-882E methods

  • Communicate technical spectrum and system safety requirements across functional organizations

  • Manage ADRL reviews and maintain associated status tables

  • Lead weekly meetings with the customer and program stakeholders and document meeting minutes

  • Present spectrum, safety, and ADRL status during weekly Program Office reviews

  • Prepare and provide monthly program reports

  • Support cross-functional teams to maintain progress against schedules, program milestones, and contract activities

Required Qualifications

  • Bachelor’s degree in engineering, systems engineering, aerospace engineering, or a related technical discipline

  • 10 years of relevant professional experience, including experience in spectrum management, system safety, or closely related mission assurance, systems engineering, or regulatory support functions
  • 3 years of experience in spectrum management and system safety support for space vehicle and/or ground systems

  • Experience supporting NTIA frequency certification activities and DD Form 1494 submissions

  • Experience applying system safety engineering principles across the system lifecycle

  • Understanding of MIL-STD-882E methodology, including qualitative and quantitative safety assessments such as FMEA and FMECA

  • Understanding of applicable safety and regulatory requirements for space or defense systems

  • Experience managing technical documentation, ADRLs, status tracking, and recurring customer reporting

  • Ability to communicate technical requirements across cross-functional organizations

  • Strong written and verbal communication skills

 

Desired Qualifications

  • Experience supporting both space vehicle and ground system spectrum activities

  • Experience with Spectrum Supportability Risk Assessments

  • Experience tracking Radio Frequency Interference analysis

  • Experience supporting ITU filing activities, including Advanced Publication Information

  • Experience developing or maintaining program action plans, milestone trackers, ADRL status tables, or recurring program reports

  • Practical understanding of design, development, manufacturing, and integration activities for Government and commercial programs

  • Experience leading cross-functional technical and support teams to achieve schedule and program milestone.

Clearance & Additional Requirements

  • Secret level Security Clearance and clearable to TS/SCI, as required.

Location

This position is full-time, on site at a Government customer location with possibility for Remote / Hybrid arrangement.  Can be onsite in El Segundo, CA and additional locations can be considered as Colorado Springs, Boulder and Aurora, CO (details provided during candidate engagement).

 

 

Compensation:

The typical annual salary range for this position is approximately, USD $170,000 - $200,000. Individual pay is determined by many factors including work location, job-related skills, experience, and relevant education or training. In addition to salary, this position is also eligible for a discretionary annual performance bonus, profit sharing / retirement plan and other benefits (all in addition to annual base salary).

Deliverable(s)

Deliverables could be in the format of a report, software file, briefing, spreadsheet, or other document as directed by the Government, using government approved and/or mandated systems/software and processes governed by guidance/instructions/policy or direction. The nature of this work will, at times, require quick responses to stringent deadlines and always in a high quality, professional manner.

Salary : $170,000 - $200,000
