Job Title: IT Project Manager (Hybrid role)
Location: Wilmington, DE 19801
Duration: 12 months contract (Possible Extension)
Timing: 1st shift (Monday to Friday)
Pay rate: $55-58/- hourly on W2
Job Description:
The Department of Finance and Division of Revenue is seeking a contract IT Project Manager to lead and coordinate multiple concurrent technology projects using traditional waterfall and Agile methodology. This role is responsible for full project lifecycle management - from planning through closeout - across enterprise infrastructure, application, and cybersecurity initiatives, and requires the ability to communicate project status and risk clearly to senior leader.
Key Responsibilities
- Handling around 5 projects ranging from large to small.
- Manage multiple IT projects simultaneously supporting DOF from initiation through closeout using waterfall methodology
- Develop and maintain detailed project plans, schedules, and roadmaps
- Create and manage risk and issue trackers; proactively identify, escalate, and mitigate project risks
- Define project scope, deliverables, milestones, and resource requirements in coordination with stakeholders
- Track budget, timeline, and resource allocation against baseline plans
- Coordinate cross-functionally with infrastructure, cybersecurity, application support, business and vendor teams
- Prepare and deliver status reports and presentations to senior leadership and executive stakeholders
- Manage vendor and contractor deliverables where applicable
- Document lessons learned and support continuous improvement of PM practices within the IT organization
Required Qualifications:
- Proven experience managing multiple concurrent IT projects in a waterfall/structured methodology environment - 5 years minimum
- Demonstrated ability to build and maintain project plans, roadmaps, RAID/risk-and-issue logs, and status reporting artifacts
- Excellent written and verbal communication skills, including experience presenting to senior/executive leadership
- Strong organizational skills and attention to detail
- Experience working with cross-functional technical teams (infrastructure, security, applications)
- Bachelor's degree in a relevant field or equivalent professional experience
Preferred Qualifications:
- PMP certification (or equivalent)
- Prior experience managing mid-large sized IT projects – specifically managing Finance related projects (reporting, data management, Enterprise level projects, compliance, audits)
- Experience with project management tools (e.g., MS Project, Smartsheet, Jira).
