Introduction
The Human Services Integrated Services Administrator is a key member of the department's executive leadership team, supporting and collaborating with the Director and Deputy Director in both the strategic direction and daily operational management of Rock County Human Services. This position contributes to the development, administration, and oversight of a comprehensive array of programs and services spanning mental health, youth justice, child welfare, disability services, long-term care, and other essential social services.
The Administrator provides leadership for the “practice” dimension of program operations, ensuring integration and alignment across service areas, promoting consistent, high-quality case practice, and advancing evidence-informed and best-practice strategies. This role maintains a strong focus on client outcomes, using data and practice standards to guide continuous improvement and strengthen service delivery across the department.
The Administrator also assists in managing contracted services to ensure high-quality, cost-effective service delivery and plays a significant leadership role in budget development, fiscal oversight, and resource stewardship. The position serves as a primary liaison with state agencies, represents the department in community partnerships and County governance processes, and ensures effective coordination across internal and external stakeholders.
This role routinely provides consultation, makes decisions, and directs others on complex practice, personnel, operational, legal, and ethical matters, ensuring that services are delivered efficiently, responsibly, and in alignment with departmental and County objectives.

Position Summary
30% - Leadership and Administrative Functions
- Directly supervises managers overseeing Crisis Services/Outpatient, Comprehensive Community Services, Community Support Program , Child Protective Services, Youth Justice, and Children's Long Term Support programs as well as the Nursing Supervisor and other staff as assigned.
- Collaborates in the development and execution of department-wide goals, policies and strategic initiatives.
- Provides consultation on complex cases, administrative issues, and personnel matters involving risk, liability, legal, and ethical considerations.
- Plays a lead role in the development, monitoring, and management of HSD Budget.
- Functions as a member of the HSD Administration team along with the Director and Deputy Director.
- Ensures service delivery programs are responsive, integrated, accessible and trauma informed.
- Ensures program activities, policies, and procedures are compliant with federal and state regulations.
- Leads the coordination and management of client and customer grievances.
- Promotes data -informed decision making to improve program performance and outcomes.
- Ensures fiscal accountability, effective resource allocation, and compliance with funding requirements.
- Acts as a primary liaison to the Wisconsin Department of Health Services, Department of Children and Families, and other state partners.
- Represents the HSD at Board and Committee meetings; prepares and presents resolutions, reports, issue briefs, policy updates, and budget justifications.
- Builds and maintains collaborative relationships with community agencies, coalitions, and stakeholders.
- Manages short and long term projects and initiatives as assigned by the Director
- Responds as directed in the event of a public emergency

Physical Elements
- Ability to sit, stand, and walk for periods of time.
- Ability to lift up to 20 lbs occasionally.
- Ability to use a computer and a computer keyboard.
- Work is primarily performed indoors in an office setting.
- Graduation from an accredited college or university with a Master's Degree related to the requirements of the position, with a preference for a graduate degree in Social Work or closely related field.
- WI license as an LCSW, LPC, or LMFT strongly preferred.
- Minimum of five (5) years of experience required with progressively responsible administrative duties in Human Services programs with a strong preference for experience as both a practitioner and supervisor/manager of service delivery in a Human Services Field.
- Acceptable combinations of education and experience may be substituted as equivalents if there is demonstrated evidence of the knowledge, skills, and abilities described in section 15 above.
