The Human Services Integrated Services Administrator is a key member of the department's executive leadership team, supporting and collaborating with the Director and Deputy Director in both the strategic direction and daily operational management of Rock County Human Services. This position contributes to the development, administration, and oversight of a comprehensive array of programs and services spanning mental health, youth justice, child welfare, disability services, long-term care, and other essential social services.
The Administrator provides leadership for the “practice” dimension of program operations, ensuring integration and alignment across service areas, promoting consistent, high-quality case practice, and advancing evidence-informed and best-practice strategies. This role maintains a strong focus on client outcomes, using data and practice standards to guide continuous improvement and strengthen service delivery across the department.

The Administrator also assists in managing contracted services to ensure high-quality, cost-effective service delivery and plays a significant leadership role in budget development, fiscal oversight, and resource stewardship. The position serves as a primary liaison with state agencies, represents the department in community partnerships and County governance processes, and ensures effective coordination across internal and external stakeholders.

This role routinely provides consultation, makes decisions, and directs others on complex practice, personnel, operational, legal, and ethical matters, ensuring that services are delivered efficiently, responsibly, and in alignment with departmental and County objectives.

30% - Leadership and Administrative Functions
  • Directly supervises managers overseeing Crisis Services/Outpatient, Comprehensive Community Services, Community Support Program , Child Protective Services, Youth Justice, and Children's Long Term Support programs as well as the Nursing Supervisor and other staff as assigned.     
  • Collaborates in the development and execution of department-wide goals, policies and strategic initiatives. 
  • Provides consultation on complex cases, administrative issues, and personnel matters  involving risk, liability, legal, and ethical considerations.
  • Plays a lead role in the development, monitoring, and management of HSD Budget. 
  • Functions as a member of the HSD Administration team along with the Director and Deputy Director.    

30% - Program Oversight
  • Ensures service delivery programs are responsive, integrated, accessible and trauma informed. 
  • Ensures program activities, policies, and procedures are compliant with federal and state regulations. 
  • Leads the coordination and management of client and customer grievances.
  • Promotes data -informed decision making to improve program performance and outcomes.   
  • Ensures fiscal accountability, effective resource allocation, and compliance with funding requirements.

20% - Stakeholder & Community Relations
  • Acts as a primary liaison to the Wisconsin Department of Health Services, Department of Children and Families, and other state partners.
  • Represents the HSD at Board and Committee meetings; prepares and presents resolutions, reports, issue briefs, policy updates, and budget justifications. 
  • Builds and maintains collaborative relationships with community agencies, coalitions, and stakeholders.

15% - Special Projects Oversight  
  • Manages short and long term projects and initiatives as assigned by the Director 

5% - Other duties as Assigned
  • Responds as directed in the event of a public emergency
  • Considerable knowledge of Human Services Programs in the state of Wisconsin, the populations these programs serve and and their goals to improve outcomes for eligible participants.  
  • Considerable knowledge of evidence-based and other best practice models associated with service delivery within Human Services Programs.  
  • Considerable Knowledge of key principles and models associated with high quality service delivery including: customer service standards, trauma informed care, person/family centered approaches, motivational enhancement ,  cultural competence, and integrated care.  
  • Considerable knowledge of modern supervision and management techniques and organization, particularly as applicable to governmental operations and human services programs.
  • Knowledge of Federal, State, and local regulations governing human services programs.
  • Knowledge of funding sources and fiscal management in human services programs.  
  • Knowledge of County Ordinances and Administrative Policies as they relate to departmental operations and personnel matters.
  • Knowledge of community resources and resource development opportunities related for Human Services Programs.
  • Skills in active listening.  
  • Skills in direct communication about challenging topics and situations. 
  • Skills in engagement with diverse employees with the goal of building and maintaining trust. 
  • Skills in facilitating healthy conflict resolution.  
  • Skills in assessing and responding to risk associated with common Human Services populations and situations.  
  • Skills in engagement with HSD clients in a manner that reflects recognition of the dignity of all individuals.  
  • Ability to analyze and utilize data to inform recommended actions in operations or fiscal areas.     
  • Ability to plan, organize, manage, supervise and coordinate projects and organizational change.
  • Ability to establish and maintain effective working relationships.
  • Ability to communicate effectively both orally and in writing.
  • Ability to exercise sound judgment in sensitive and confidential circumstances and to make decisions while under pressure.  
  • Ability to use technology to enhance job performance.   
  • Ability to maintain prompt and consistent attendance
  • Graduation from an accredited college or university with a Master's Degree related to the requirements of the position, with a preference for a graduate degree in Social Work or closely related field.  
  • WI license as an LCSW, LPC, or LMFT strongly preferred. 
  • Minimum of five (5) years of experience required with progressively responsible administrative duties in Human Services programs with a strong preference for experience as both a practitioner and supervisor/manager of service delivery in a Human Services Field.   
  • Acceptable combinations of education and experience may be substituted as equivalents if there is demonstrated evidence of the knowledge, skills, and abilities described in section 15 above.  
Physical elements:
  • Ability to sit, stand, and walk for periods of time.
  • Ability to lift up to 20 lbs occasionally.
Equipment usage:
  • Ability to use a computer and a computer keyboard.
Working conditions:
  • Work is primarily performed indoors in an office setting.
