Join our collaborative and passionate HR team as a Human Resources Supervisor! This position will directly supervise a team of HR professionals who provide a broad spectrum of HR services to assigned areas within Division of Personnel Management's Region 1 which consists of the Department of Administration (along with its attached boards, agencies and commissions), Department of Transportation, Public Service Commission, Department of Financial Institutions, Department of Safety and Professional Services, and the Higher Education Aids Board.

Our HR team is responsible for proactively partnering with assigned areas to provide strategic direction and expertise in job classification and analysis, classification surveys and studies, recruitment and staffing, assessment development and administration, compensation and pay administration, employment relations, performance management and workforce planning.

This position has the ability to work remotely up to 5 days per week but may be required to report to an office location on occasion to complete certain tasks. This position will be headquartered at the DOA Administration Building at 101 E. Wilson Street, Madison, WI.

As an HR Supervisor, you will:

  • Lead a team of HR professionals who handle the recruitment, staffing, compensation and classification activities for vacancies using creativity, innovation and best practices to develop efficiencies
  • Provide daily coaching, mentoring, and feedback to the members of your team
  • Hire and train new HR staff on your team
  • Identify process improvements and best practices to help your team be efficient and agile in a fast-paced environment
  • Use problem solving and critical thinking skills to help develop solutions and recommendations provided to hiring supervisors and managers
  • Provide guidance and support to management related to workforce planning efforts, recruitment strategies, compensation initiatives and other staffing efforts
  • Implement new HR systems, policies, and initiatives

Position Summary


This position supervises a team of HR staff that are responsible for recruitment/staffing, compensation administration, classification, employment relations, equity and inclusion, and organizational analysis. This position is part of the Region 1 HR management team and is responsible for administering programs, policies and systems and supervising subordinate staff. The functional areas include recruitment and staffing, classification, compensation, employment relations, AA/EEO, and performance management. The position is responsible for providing training and development, overseeing day-to-day activities and work assignments, and developing and updating HR policies and procedures. In addition, the position provides consultation to management on a wide range of difficult and complex and/or sensitive personnel matters.

Salary Information


This position is in schedule-range (81-03) with an annual salary of $85,238-$92,206, plus excellent benefits. A twelve month probationary period is required. Pay for current state employees will be set in accordance with the Wisconsin State Compensation Plan.

Job Details


Due to the nature of the position, DOA will conduct background checks on applicants prior to selection. DOA does not sponsor work visas. All persons hired will be required to verify identity and eligibility to work in the United States, and to complete the required employment eligibility form.

Qualifications


A minimally qualified applicant will have each of the following:

  • Experience in a professional human resources role performing the following: recruitment, staffing, classification and compensation related activities.
  • Experience providing leadership to a team of employees (this may include leading a team in accomplishing a project or assignment, training others to complete a task, providing feedback on work, etc.).
  • Experience providing consultation or guidance to organizational leadership on HR related issues, such as recruitment planning, compensation strategy planning, interpreting HR policies/procedures, or handling employment relations issues.


In addition, well-qualified applicants will have one or more of the following:

  • Experience working with State of Wisconsin civil service rules and policies related to recruitment, classification, compensation or employment relations.
  • Experience making recommendations to improve HR policies or processes to ensure operations are consistent and efficient (e.g., evaluating needs, identifying issues/problems, proposing solutions, providing feedback, direction and training, etc.).
  • Experience providing ongoing HR support to multiple work units (e. g., different business areas, divisions, and/or agencies)
