The Department of Ecology is hiring a Management Analyst (Management Analyst 5) within the Financial Services Division.


Location:

  • Headquarters Office in Lacey, WA.
  • Upon hire, you must live within a commutable distance from the duty station.

 

Schedule:

  • This position is eligible for telework and flexible schedule options.
  • Once the training period is complete, you may telework most of your work time with occasional in-person meetings and activities.
  • Schedules are dependent upon position needs and are subject to change.

In this role, you will be part of the Contracts and Purchasing Unit in Ecology’s Fiscal Office.  The Contracts and Purchasing Unit is located within the Fiscal Office of the Financial Services Division.  Financial Services provides centralized financial support and management in accounting, budget, contracts, purchasing, and inventory so Ecology can meet its environmental goals and strategic priorities as outlined in the Agency’s Mission and Vision statements. You will work with the Contact and Purchasing Manager to ensure internal Ecology Programs, the Governor, State Auditor, Office of Financial Management, and the Legislature receive accurate information in order to retain confidence in Ecology and Ecology management, to make crucial decisions affecting the environment.

What you will do:

  • Develop and lead contracts workgroups to discuss internal processes and training needs for procurements, contracts, interagency agreements, and purchases. 
  • Develop and hold agency training courses for internal contract processes and contracting legal requirements. 
  • Primary subject matter expert relating to OMWBE Access Equity and DES Supplier Diversity.
  • Lead for contracts specialist positions. 
  • Subject matter expert and lead to focus on the full array of agency procurement and contract needs from simple low dollar value contracts to complex high value Requests for Proposals. 
  • Lead for collecting and reporting of data associated with the Department of Enterprise Services annual IT and Contracts Report.
  • Primary subject matter expert and lead for Sole Source & Emergency contracting.

Required Qualifications:


Nine (9) years of combined experience and/or education as described below: 

Experience: must include all of the following: 

• Demonstrated knowledge of public procurement laws, regulations, and contracting principles, with the ability to develop, interpret, and apply policy to ensure legally compliant, fiscally responsible, and transparent acquisition outcomes aligned with agency objectives. 

• Proven ability to assess business needs, develop effective acquisition strategies, analyze complex procurement issues, mitigate risk, resolve disputes, and protect agency interests while ensuring fair and competitive processes. 

• Demonstrated skill in evaluating procurement operations and designing policies, procedures, and tools that strengthen compliance, improve efficiency, and promote consistency across contracting functions. 

• Strong written and verbal communication skills with the ability to clearly convey complex procurement concepts, facilitate interested party engagement, manage competing priorities independently, and exercise sound judgment in stewarding public resources. 

Education: in business administration, public administration, health administration, law, environmental law, finance, economics, statistics, environmental management, environmental or public policy, or a related field. 

Examples of how to qualify:

  • 9 years of experience.
  • 8 years of experience AND 30-59 semester or 45-89 quarter college credits.
  • 7 years of experience AND 60-89 semester or 90-134 quarter college credits (Associate’s degree).
  • 6 years of experience AND 90-119 semester or 135-179 quarter college credits.
  • 5 years of experience AND a Bachelor’s degree.
  • 3 years of experience AND a Master’s degree.
  • 2 years of experience AND a Ph.D.

 

Special Requirements/Conditions of Employment:


Must read, sign, and abide by the Financial Services/Fiscal Office Agreement on Confidential Information (Part A) and Internal Control Responsibility (Part B).

 

Desired Qualifications:


• Ability to provide subject matter expertise, mentoring, and direction to staff and program partners to promote consistent, compliant, and effective contracting and procurement practices.
• Knowledge and ability to implement supplier diversity requirements and provide guidance on equity-focused procurement practices to expand access, ensure accurate reporting, and support inclusive contracting outcomes.
• Ability to establish and maintain productive working relationships with internal and external partners to support cooperative problem-solving and successful procurement outcomes.
• Demonstrated knowledge in Lean principles.
• Demonstrated experience implementing the fundamentals of project management.
