The IT Business Analyst – Journey position performs professional-level, journey-level work in the analysis, validation, and quality assurance of agency business applications and information systems that support Commerce programs and statewide responsibilities.Under general direction, this position independently performs standard and moderately complex business analysis assignments, including requirements elicitation and validation, process analysis, test planning, quality assurance coordination, and support for system enhancements and maintenance. The position applies established business analysis and quality assurance methods, tools, and standards to support solutions that meet defined business requirements.
This position supports applications with agency-wide impact, including systems that interact with external partners, other state agencies, local governments, and the public. The work contributes to the delivery of reliable, accurate, secure, and well-tested IT solutions that support Commerce’s mission.
The IT Business Analyst – Journey works within approved enterprise platforms and follows established architecture, security, privacy, accessibility, and governance requirements. The position exercises sound judgment within established guidelines, escalates complex or novel issues as appropriate, and contributes to continuous improvement of business analysis and quality assurance practices.Business Analysis and Requirements Management
Tasks include:
• Elicits, analyzes, documents, and validates functional and non-functional business requirements using approved methods and tools.
• Develops business process models, workflows, and supporting documentation to describe current and future state operations.
• Analyzes the impacts of proposed changes on existing systems, processes, data, and users.
• Collaborates with business stakeholders and technical staff to clarify requirements and resolve issues prior to development.
Tasks include:
• Develops and maintains test strategies, test plans, and test cases based on approved requirements.
• Coordinates and supports system testing and user acceptance testing (UAT) activities.
• Reviews test results, identifies defects or risks, and works with technical staff to ensure resolution.
• Provides quality assurance input to release readiness and change management activities.
• Ensures approved business requirements are traceable through test cases, test results, and defect documentation using established tools and repositories.
Tasks include:
• Develops and maintains requirements documentation, business process documentation, and testing artifacts.
• Updates documentation to reflect approved system changes and enhancements.
• Ensures documentation follows records management, accessibility, and documentation standards.
Tasks include:
• Works with business users, program staff, developers, testers, and IT staff to support assigned systems.
• Facilitates discussions to resolve requirement questions, testing issues, and process impacts.
• Communicates status, risks, and issues to appropriate stakeholders and management.
• Provides informal guidance to less experienced analysts and testers as appropriate while performing assigned work.
Tasks include:
• Maintains current knowledge of business analysis, quality assurance, and related IT practices.
• Participates in training and professional development activities as approved.
• Performs other related duties as assigned.
One of the following:
• A Bachelor’s degree or higher in Information Technology, Business, Public Administration, Computer Science, or a closely related field AND four (4) years (full-time equivalent) of professional-level experience in business analysis, quality assurance, systems analysis, or related IT disciplines;
OR
• An Associate’s degree or higher in a related field AND six (6) years (full-time equivalent) of professional-level experience in business analysis, quality assurance, systems analysis, or related IT disciplines;
OR
• Eight (8) years (full-time equivalent) of professional-level experience in business analysis, quality assurance, systems analysis, or related IT disciplines.
Additional professional experience may substitute for education on a one-for-one basis, consistent with OFM guidelines.
AND
At least three (3) years (full-time equivalent) of professional experience performing business analysis or quality assurance work, which includes:
• Performing requirements elicitation, analysis, documentation, and validation for business or information systems.
• Developing and executing test plans, test cases, and test strategies and coordinating user acceptance testing activities.
• Analyzing impacts of system changes on business processes, data, users, and downstream systems.
• Identifying, documenting, and tracking defects, risks, and issues through resolution.
• Collaborating with business stakeholders, technical staff, and IT teams to support system enhancements and maintenance.
Preferred Experience:
• Experience supporting business analysis or quality assurance activities for applications that serve multiple programs, organizations, or external stakeholders.
• Experience leading or coordinating system testing and user acceptance testing (UAT) activities.
• Experience documenting complex business processes, system requirements, or testing artifacts using standard tools or methodologies.
• Experience working with systems subject to regulatory, audit, security, or privacy requirements.

This position may be located anywhere within Washington State though occasional travel to a Commerce office building or in-state travel to attend events or meetings may be required. If selected, you will need to travel to pick up equipment and receive instruction. Many Commerce employees work remotely or have a hybrid schedule.
