What to Expect
- Review real estate appraisals and appraisal waivers to ensure compliance with state and federal eminent domain laws and WSDOT R/W Manual standards.
- Conduct desk and field reviews by inspecting properties, verifying valuation techniques, and confirming adequate market support for appraisals.
- Prepare scoping estimates, project funding estimates, appraisal waivers, and just compensation determinations in support of Right of Way acquisition and property management activities.
- Collaborate with staff and consultant appraisers to resolve deficiencies, request revisions, and ensure quality and accuracy of appraisal reports.
- Perform fieldwork by inspecting sites, taking reference photographs and measurements, and conducting research using property data services and public records.
- Assist the Appraisal Division Supervisor by facilitating assignments, processing consultant contracts, and mentoring WSDOT staff and consultants on valuation practices.
- Provide expert appraisal advice and guidance to internal groups such as the Attorney General’s Office and engineering teams regarding property impacts from project designs.
- Support the Real Estate Services program through incidental duties and special assignments as needed to advance WSDOT’s mission and objectives.
Qualifications
- Appraisal Knowledge and Experience: Knowledge in business or public administration, real estate, economics, accounting, or a related field, and advanced experience valuing and appraising complex vacant and improved properties; or equivalent professional experience as outlined in the position requirements.
- Right of Way Appraisal Expertise: Demonstrated experience preparing valuations and appraisals for complex Right of Way (ROW) acquisitions, ensuring accuracy and compliance with federal and state standards.
- Technical Appraisal Knowledge: Understands eminent domain appraisal principles and procedures, and ROW engineering fundamentals.
- Analytical and Problem-Solving Skills: Adapts effectively to unique and challenging appraisal assignments, using sound judgment and established appraisal practices to address complex valuation issues.
- Communication and Collaboration Skills: Exhibits persuasive written and verbal communication skills and works collaboratively and respectfully with internal and external partners across diverse backgrounds.
- Time Management and Adaptability: Adjusts to shifting priorities, performs effectively under pressure, and consistently meets project deadlines.
- Comprehensive Property Appraisal Skills: Applied expertise in appraising a wide range of property types, including commercial, industrial, recreational, multifamily, and residential.
- Growth Mindset: Actively demonstrates a commitment to learning and growth.
- Service-Oriented: Takes action to meet the needs of others.
In addition to the above, the following are also required:
- Certified General Real Estate Appraiser license
- A valid driver’s license and the ability to operate state-owned vehicles.
- Ability to traverse rough, steep, and uneven terrain.
It is preferred that qualified candidates also have:
- Public Sector Right of Way Expertise: Experience working with public agencies on Right of Way projects, with familiarity in their related policies and procedures.
- Advanced Appraisal and Estimation Skills: Experience preparing scoping estimates, project funding estimates, appraisal waivers, appraisals, and appraisal reviews.
- Technical Proficiency: Mastery of Microsoft Office Suite, Teams, SharePoint, Adobe Acrobat, browser-based parcel mapping tools, and other digital platforms; demonstrates the ability to quickly adapt to new technologies.
- Professional Designation: Holds a professional designation or certification relevant to appraisal or Right of Way work from organizations such as the International Right of Way Association (IRWA) or the Appraisal Institute.
- Federal Standards Knowledge: Understands the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970 (URA) and the Uniform Appraisal Standards for Federal Land Acquisitions.

- The salary listed includes the legislative approved 5% salary premium for positions in King County.
- In addition to base salary, employees may be entitled to other forms of compensation depending on the type, duties, or location of the position.
