Description

The Adult Protective Services (APS) Division within the Home and Community Living Administration (HCLA) protects Washington State’s vulnerable adults from mistreatment by conducting objective and timely investigations and providing protective services. APS upholds client self-determination and supports a skilled workforce that conducts investigations, coordinates services, and educates communities about abuse and exploitation of vulnerable adults.

The APS Training Unit develops and implements statewide employee training aligned with RCW 74.34 and other state and federal requirements. We also develop and provide training for partner agencies, tribes, and community partners on related subject topics.

As a key member of the APS training team, you will be in a unique role that bridges business and technical needs in APS training development, delivery, and management. You will be developing, implementing, delivering, and maintaining instructional content and resources within the Learning Management System (LMS) (currently the Washington State Learning Center). You will be a subject matter expert for LMS administration and e-learning design, ensuring training complies with digital accessibility standards, content is accurate, and the distribution mechanism effectively supports APS training needs. You'll collaborate with APS subject matter experts across field offices and headquarters units as well as internal and external partners to support APS training initiatives.

This position is currently a hybrid role but may need to flex depending on business needs.

Some of What You Will Do:
  • Create, implement, and maintain a standard operating procedure for training activities in the LMS (Currently WSLC) and various security roles to establish statewide standardization across APS.
  • Make changes and system configuration adjustments for APS to the extent of feasible local changes to the larger system.
  • Review and provide technical guidance for the users of the LMS related to APS training activities.
  • Create, implement, and manage statewide training plans and schedules for APS employees.
  • Design, manage, deliver, and update APS e-learning and other training resources and materials for APS staff across the state to ensure compliance with state and federal regulations.
  • Perform required quality assurance audits on APS learning materials to verify adherence to accessibility requirements.
  • Create, implement, and manage statewide learning activity policies and procedures.
  • Analyze current and future training needs related to APS employee learning and development, and develop project plans, strategies, or courses of action for meeting such needs.

What We're Looking For:

  • A master’s degree or higher in Social Science, Curriculum Development, Instructional Technology, Information Systems, Education, or a related field AND at least three years of experience with remote learning management and e-learning design;

OR

  • A bachelor’s degree in social science, Curriculum Development, Instructional Technology, Information Systems, Education, or a related field AND at least five years of experience with remote learning management and e-learning design;

OR

  • A combination of education and experience, with a minimum of nine years of experience with remote learning management, e-learning design, and/or policy or program management;
Preferred knowledge, skills and abilities:
  • Knowledge of Adult Protective Services (APS) federal and state administrative regulations and laws.
  • Knowledge of regulation and policy related to due process.
  • Proficiency in e-learning design and development using Articulate 360 or similar tools.
  • Skills in LMS administration using the Washington State Learning Center (WSLC) or a similar system.
  • Knowledge of adult learning principles and experience facilitating training to varying sizes of audiences.
  • Familiar with digital accessibility standards such as Web Content Accessibility Guidelines (WCAG) and e-learning accessibility requirements.
  • Experience performing accessibility audits of e-learning and/or other modes of training and making relevant modifications to ensure compliance with accessibility standards.
  • Ability to learn and adapt to new technology and learn new IT systems.
  • Ability to collect and analyze data from systems and make thoughtful recommendations that result in positive program changes.
