DSHS FTAA Revenue Agent 2

This position provides journey level collection activities for client overpayments in the Facilities, Finance, and Analytics Administration, Office of Financial Recovery. Recovered funds are returned to the programs to support the mission of DSHS.

This position will be cross-trained in all aspects of ERU work. The duties and responsibilities include recovery of Long-Term Care (LTC) and other Medicaid funds expanded on behalf of clients via pre-death liens. At journey-level capacity, performs recovery enforcement duties within delegated and administrative authority for the DSHS performing investigations to ascertain the validity of a TEFRA lien. Must possess the ability to determine liability, research, enforce, negotiate and settles debts due to the departement. This position has knowledge of eligibility rules, real estate laws/activities as they relate to TEFRA and have daily contact with attorneys and is experienced in elder and probate as they relate to Estate Recovery.

Additional Information:

  • Incumbent works in a standard office setting, 40 hours per week, Monday through Friday, 8 am-5pm
  • This position requires long periods of time at the computer
  • This is a hybrid telework position which requires a minimum of 1 day a week in the office, and for all training needs and to include in person meetings with in an office setting


Some of what you will do:

  • Investigate and determine TEFRA (pre-death) liability directed by 42 USC 1396(p) from cases referred by the CARE report
  • Investigate and determine recovery liability directed by 42 USC 1396(p) for cases referred by ACES, Notice to Creditors or other Notice of Death
  • Direct issuance of due process and adhere to legal course of actions
  • In accordance with delegated authority, issue lien filings to the County Auditor
  • Initiate and respond by phone and in writing to all parties involved in pre-death recovery activities, included but not limited to clients, their representative, their attorney or guardian
  • In accordance with delegated authority, issue lien filings to the County Auditor, authorize the seizure of assets; direct filings of creditors' claims, produce depositions, or other legal documents in probate proceedings and guardianships
  • Monitor potential TEFRA cases that have not yet met all elements of a pre-death lien so that liens can be filed when appropriate
  • Investigate and verify fraudulent transfers of assets used to avoid recovery or to qualify for services and submit findings to AAG for legal action and notification to other DSHS offices for eligibility
  • Coordinate and work closely with the Office of the Attorney General regarding issues of representation for the department
  • Provides testimony in Superior court and at adjudicative proceedings
  • Prepare and submit depositions for legal proceedings
  • Determine court orders and legal filings uphold the department’s validity of creditor claims, pleadings, proposed orders and other objection to discharge of debt
  • Other duties as assigned

What we are looking for:

  • Knowledge of real estate procedures including accounts in escrow, HUD statements, property profiles/comparables and market evaluations
  • Familiarity with State Medicaid management information system or CARE system
  • Ability to independently manage workloads, performing daily quality case management for many different cases within specified timelines
  • Strong customer service skills with the ability to keep calm in tense situations
  • Successful negotiation skills

Professionals with the following should apply:

  • One year of experience as a RA 1;
  • Bachelor's degree involving major study in business administration, accounting, public administration, police science, economics, criminal justice, sociology, psychology, law, or closely related field, AND one year of work experience in collection of civil debts, or other directly related fields, such as personal or corporate finance, law enforcement, adjustment of claims

OR

  • Five years of work experience in collection of civil debts, personal or corporate finance, law enforcement, or adjustment of claims, or a directly related field

OR

  • One year of experience as a Revenue Agent 1
