The mission of the Department of Corrections is to improve public safety by positively changing lives.
The Headquarters Risk Assessment Unit (RAU) within the Department of Corrections (DOC) Sex Offense Treatment and Assessment Programs (SOTAP) is seeking a highly motivated and qualified person for their Teamsters-represented Corrections Specialist 4 (CS4) positions, located in Tumwater, WA. This is a full-time Monday through Friday positions, with a day-shift schedule.
The chosen candidate will join a team that is supportive of one-another and prides itself on hard work, humility, and humor; not just to produce accurate risk assessments, but to also traverse the harsh nature of the subject matter of their work.
This CS4 positions will utilize a validated actuarial risk assessment tool (currently the Static-99R) to determine prioritization for sex offense treatment, should the incarcerated individual be eligible and willing to participate. Placement in treatment will be determined using risk for sexual re-offense as the primary factor, as directed in RCW 72.09.335.
The WA-DOC SOTAP is widely viewed as a trailblazer in the international sex offense prevention community. International experts have referred the program to foreign countries, who seek to learn WA-DOC SOTAP's successful process of integrating risk assessment, prison treatment, and community treatment to gain positive outcomes.
The Health Services Division is responsible for the implementation of evidence-based practices and the operational support to facilitate the participation of incarcerated individuals in evidence/research-based interventions designed to decrease recidivism, which increases the safety of staff, incarcerated individuals, and the public.

Duties
On behalf of the statewide SOTAP, and in accordance with RCW 72.09.335, independently conduct Static-99R and/or other agency-approved risk assessments on individuals convicted of an offense that contains illegal sexual behavior, for sex offense treatment prioritization. As requested, Static 99-R risk assessment will also be completed to aid:
- Headquarters Classification Screening Committee (HCSC) in making custody level placement determinations.
- Headquarters Visiting Unit to determine suitability of an individual for regular visit and Extended Family Visiting (EFV) privileges.
- Indeterminate Sentence Review Board (SRB) toward making board decisions.
- Graduated Re-Entry (GRE) screening for eligibility.
Tasks include:
- Complete a comprehensive review of electronic records, to include: Judicial Information System (JIS), Judicial Access Browser System (JABS), District and Municipal Court Information System (DISCIS), OMNI Database, OnBase court documents, pre-sentence investigations, police reports, infraction history, psychosexual evaluations, and all other relevant documentation.
- Independently complete the Static-99R Risk Assessment on eligible individuals at first admission into WA-DOC prisons, or as requested by RAU Supervisor or SOTAP Leadership. Also, complete Information Worksheet attached to the Static-99R, which justifies scoring and contains information relevant to treatment prioritization.
- Utilize critical-thinking and subject-matter expertise to accurately, reliably, and consistently produce valid risk scores that maintain fidelity to the Static-99R 2016 Coding Rules.
- Maintain documentation of scoring decisions and rationale, when the Static-99R 2016 Coding Rules do not provide clarity, for reference in later cases.
- Complete occasional peer-review of Static-99R Risk Assessment and Information Worksheet as assigned, to finalize accurately scored assessments and/or provide feedback to peers when errors are identified, or scoring justifications differ, and bring unresolved differences to the supervisor when necessary.
- Complete Static-99R rush assignments, re-assessments, and reviews, as directed by the RAU Supervisor or SOTAP Leadership.
- Track assignments and completions in SharePoint.
- Document Static-99R score in OMNI and upload the Static-99R and Information Worksheet into OnBase.
Coordinate workload assignments with the Corrections Specialist 4 to meet SOTAP needs.
Serve as a Static-99R subject matter expert/liaison within SOTAP.
Tasks include:
- Communicate with the Corrections Specialist 4 regarding workload.
- Report risk assessment outcomes to the statewide SOTAP or designee, when necessary.
- Serve as a statewide SOTAP expert in the use of the Static-99R.
- Respond to emails or telephone calls from prison and/or administrative staff regarding risk levels and scoring rationale, as requested.
- As requested/directed, advise and serve as a liaison between SOTAP and other program areas/stakeholders, including but not limited to: Law Enforcement Notification Unit, End of Sentence Review Program, Classification Program, Family Services, Victim Services, GRE, Criminal Conviction Record Unit, and the Transportation Unit, regarding the interpretation and application of the Static-99R, as well as its benefits and limitations.
- Provide individual scoring outcomes and rationale as requested.
- Attend regular RAU meetings to discuss unit progress, developments, and/or assessment rule application.
- Participate in inter-rater reliability exercises, and maintain inter-rater reliability of 1 point, as prescribed in the Static-99R 2016 Coding Rules.
- At peak workload times, or in the absence of support staff, the CS4 may be required to locate and obtain pertinent documents mentioned above as part of their normal duties.
Attend, participate, and successfully complete specialized training related to the Static-99R.
Attend and complete all required DOC training.
Tasks include:
- Maintain certification in the Static-99R Risk Assessment and complete ongoing training in the area of actuarial risk assessment principles, as necessary.
- Complete required DOC Annual In-Service Training, both online and in classroom, or any other required DOC training.

Qualifications
Required qualifications:
- Five years of professional corrections experience (adult and/or juvenile).
- Certification AND 1-year of experience scoring the Static-99R Risk Assessment according to instrument standards.
- Two years’ experience supervising staff conducting case management activities.
- Two years conducting case management with adults.
Preferred/Desired Qualifications:
- A bachelor’s degree from an accredited institution whose accreditation is recognized by the U.S. Department of Education or the Council for Higher Education Accreditation (CHEA) or a foreign equivalent.
- Additional qualifying experience will substitute, year for year, for up to two years of the desired education.
