Overview

This two-year limited-service position entails environmental and advanced paralegal work to support Climate Action Office charged with implementing the Climate Superfund Act and supporting the state in advancing the requirements of the Global Warming Solutions Act (GWSA). The GWSA requires Vermont to reduce greenhouse gas (GHG) emissions to 26% below 2005 levels by 2025, 40% below 1990 levels by 2030, and 80% below by 2050. In addition to the emissions reductions required by the statute, the law requires the consideration of opportunities for long-term carbon sequestration, and strategies for helping Vermont communities prepare for the impacts of climate change. The Climate Superfund Act focuses on seeking cost recovery from parties responsible for GHGs resulting from the use of extracted or refined fossil fuels, between 1995 and 2024.

The position will also work on other duties as assigned as determined by Agency General Counsel with input from the Climate Action Office. Specifically, the job will entail technical and paralegal support for the Climate Action Office focusing on legal and technical research relating to other state approaches to Climate Superfund initiatives, GHG reduction programs, cap and trade programs, and GHG reporting. The position requires the ideal candidate to think clearly and analytically, gather, analyze and interpret legal data; work independently and to exercise initiative, to organize a heavy workload, and to provide technical assistance on short notice; working knowledge of legal procedures, principles, methods and terminology required to perform legal research, including when to seek guidance from technical and legal staff; and excellent legal writing and communication skills.

This position is full-time and based in Montpelier, VT.

Environmental Factors

Duties are generally performed in office settings. Some work in the field could on rare occasions necessitate travel for which incumbents should have private means of transportation available. Some evening or overtime work may be required. Incumbents must be able to work under pressure, meet tight deadlines, and deal tactfully with the public.

Minimum Qualifications

Bachelor's degree in paralegal studies, law, or related legal field AND three (3) or more years of experience performing paralegal duties, OR Six (6) or more years of experience performing paralegal duties.
