Overview
The Agency of Natural Resources' Department of Environmental Conservation seeks a talented and effective leader for a rare opportunity to serve as Vermont's Director of the Air Quality and Climate Division (AQCD).
The AQCD implements state and federal clean air laws and works with federal, regional, state and local agencies and organizations to address air pollution and climate change. The Director is responsible for developing a vision and setting a leadership example for a staff of approximately 25 talented planners, scientists, environmental analysts and engineers. The AQCD Director is also responsible managing the Divisions programs, including permitting, compliance, monitoring, mobile sources and planning.
The AQCD monitors ambient air quality and air pollution emissions from sources, proposes regulations to improve existing air quality, ensures compliance with the regulations, updates state implementation plans, and issues permits to control pollution from sources of air contaminants across the state. The Division operates a robust monitoring program and maintains inventories of air toxics and criteria air pollutants. The Division coordinates with the Vermont Climate Action Office and assists with the development of greenhouse gas inventories and other related efforts associated with Vermont's Climate Action Plan. The Director works with regional and national organizations, including NESCAUM, NACAA, EPA and the OTC. As Vermont is a Clean Air Act Section 177 State, the Director has engagement with other Section 177 states to track and co-implement California Air Resources Board motor vehicle standards, including modifications to state regulations when necessary.
Essential skills include highly developed communication and policy evaluation skills, a working operational knowledge of air quality regulations and programs, the ability to manage multiple concurrent programs and projects, and well-developed supervisory acumen. An understanding of the operation of State Government budgeting and legislative policy development is also useful. The next Director will serve as a motivated member of the Department's multidisciplinary senior leadership team, the role of which is to coordinate with other Division Directors, to work through areas of intersection between Vermont's Air, Water, and Waste programs, and to address conflicts between these programs when they arise.

Environmental Factors
Duties are performed principally in a standard office setting but with need for significant travel both within and outside the State. Private means of transportation may be required for travel. Evening and weekend meetings are predictable, including confrontation with advocacy groups and businesses which have strong and differing views.
Minimum Qualifications
Bachelor's degree in a physical or natural science, in engineering, or in a field closely related to natural resource management AND five (5) years or more at a professional level in a field directly related to environmental conservation or natural resources management INCLUDING three (3) years or more at or above a supervisory or administrative policy level in natural resources management.
OR
Master's degree or higher in a physical or natural science, in public or business administration, in engineering, or in law AND three (3) years or more at or above a supervisory or administrative policy level in a field directly related to environmental conservation or natural resources management.
OR
Associate's degree in a physical or natural science, in engineering, or in a field closely related to natural resource management AND seven (7) years or more at a professional level in a field directly related to environmental conservation or natural resources management INCLUDING three (3) years or more at or above a supervisory or administrative policy level in natural resources management.
OR
Nine (9) years or more at a professional level in a field directly related to environmental conservation or natural resources management INCLUDING three (3) years or more at or above a supervisory or administrative policy level in natural resources management.
