Job Description
The Division of Technology Services is seeking an Information Technology Manager II to lead the application development team supporting the Utah Department of Transportation (UDOT). UDOT is transitioning from legacy applications to modern platforms and SaaS solutions. Data pipelines and APIs will be critical in stitching old and new pieces together. The successful candidate will be experienced in leading a team of developers and technical experts through this transition, establishing an integrated team approach. Responsibilities include planning, developing, executing, monitoring and ensuring the successful outcome of the most complex, critically important, high cost IT projects with significant impacts to the state. The IT Manager II develops recommendations to improve system(s) effectiveness, efficiency and compliance with DTS policies and objectives; works strategically in identifying potential systems issues; consults with management and assists team members with information technology needs in either designing and directing software applications or ensuring a stable and secure environment within the organization's IT infrastructure. The IT Manager II may advise and assist technical staff to further the successful completion of IT projects. Directly supervises around 13 people.
Location: This position is currently a hybrid of both in-office and telework days; 3 days a week are required in office, and any mandatory in-office meetings. The office location is at the Calvin Rampton Building, 4501 South 2700 West, Taylorsville. Please note, a position's eligibility for telework is established by agency management and is subject to change at their discretion at any time and for any reason. A ll remote work must be performed within Utah.

- Health Insurance - Public Employee Health Program (PEHP):
- 3 medical plan options. Choose a Traditional or High Deductible Health Plan. (There is an Opt-Out Cash Benefit option for those that have other medical insurance coverage)
- 5 dental plan options (There is an Opt-Out Cash Benefit option for those that have other dental insurance coverage)

- Employees hired on or after than 7/1/2011 and have never been in the URS retirement system have two options for retirement in the Tier II System. Employer contributions to your 401(k) are vested after four years.

Responsibilities
- Manage agency-wide programs. Determine program goals and objectives and/or chair committees established to support the program.
- Develop and coordinate plans and policies, resources, and mission as well as goals, vision, and expectations of agency or program; prepare and update plans and priorities.
- Conducts follow-up evaluation to verify implementation of recommendations and to assess technical impacts.
- Act as a resource for management and staff; collaborate technical support within area of responsibility.
- Meet with vendors on new and existing products, evaluate usefulness and cost of products and make recommendations.
- Supervise subordinate personnel including: determining workload, delegating assignments, training, monitoring, evaluating performance, and initiating corrective or disciplinary action.
- Design software solutions and implement software designs, with input from available application and data experts.
- Develop computer information resources, providing for data security and control, strategic computing, and disaster recovery.
