Key Responsibilities
The Bureau of Emergency Medical Services is seeking a qualified individual to serve as the Grant Analyst for the Bureau of Emergency Medical Services (BEMS) portion of the Rural Health Transformational Program. This is a high-impact role responsible for the overall management, administration, and compliance of a large-scale federal grant designed to revitalize rural healthcare infrastructure.
As the grant analyst, you will provide strategic and operational leadership to ensure the grant is implemented in accordance with federal requirements and organizational objectives. You will serve as the primary point of contact with state funding agencies and remain accountable for program performance and fiscal integrity across all statewide subrecipients.
As a valued member of our team, you will provide office support at the Bureau of EMS. This will require specialized office skills plus, comprehensive knowledge of pertinent rules, regulations, policies and procedures.

As a valued member of our team, you will provide office support at the Bureau of EMS. This will require specialized office skills plus, comprehensive knowledge of pertinent rules, regulations, policies and procedures.
- Serve as the lead for the federal grant for EMS deliverables, taking full responsibility for performance, reporting, and outcomes
- Ensure all activities align with Uniform Guidance (2 CFR 200) and specific federal grant conditions
- Act as the primary liaison and work closely with the Department of Health and Human Services (DHHS) and other state partners to ensure alignment, compliance, and coordinated implementation of grant activities
- Manage and monitor grant funds, including complex budgeting, expenditure tracking, and internal fiscal controls
- Collaborate closely with finance staff to ensure accurate drawing of funds and audit readiness
- Oversee programmatic and fiscal reporting, ensuring all submissions to state and federal agencies are timely and accurate
- Oversee the full lifecycle of subawards, from application development and awarding to technical assistance and closeout
- Conduct regular monitoring of subrecipients to enforce compliance and ensure alignment with approved scopes of work
- Provide guidance to rural EMS agencies to help them meet grant-funded milestones and timeline
- Has experience managing large, complex federal grants from initial award through final closeout
- Has experience with grant budgeting and financial oversight, including coordination with internal fiscal teams
- Has project management experience with multiple levels of stakeholders, time management and task completion
- Knowledge of grant regulations, compliance and reporting requirements including OMB Uniform Guidance
- Knowledge of Public Health, Emergency Medical Services(EMS) or Rural Health systems
- Has a strong technological proficiency, including the ability to work across multiple grant management, financial, reporting, and data tracking system
