Job Description


The Texas Workforce Commission (TWC) is seeking to fill a Program Specialist III-IV position in Regional Support and Risk Management of the Business Operations Division which is located at 1117 Trinity Austin, TX 78778.

The Program Specialist III-IV performs complex (journey-level) to highly complex (senior- level) consultative services and technical assistance work. Work involves planning, developing, and implementing an agency program and providing consultative services and technical assistance to program staff, governmental agencies, community organizations, or the general public. May train others. Works under general supervision, with moderate latitude for the use of initiative and independent judgment.

GENERAL DUTIES:
  • Coordinates in the planning, developing, and implementing of departments risk management, safety, and continuity programs statewide initiatives.
  • Coordinates with the business continuity, emergency management, and disaster recovery planning and research work.
  • Assists in developing, updating, maintaining and distribution of the TWC Business Continuity Plan.
  • Provides technical assistance to divisions and departments in developing and updating business recovery plans.
  • Monitors the agency's mass emergency notification system and sends notifications during emergencies including after business hours of 8A-5P.
  • Conducts and documents Business Impact analysis and develop Service Level Agreements for the agency.
  • Develops declaration, mobilization and recovery guidelines and procedures for the agency.
  • Develops continuity testing methodology and protocols.
  • Update and maintain Business Continuity Program Database and applicable reports.
  • Serves as a lead for the State Operations Center (SOC) operations.
  • Serves as a liaison with federal, state and local agencies to coordinate continuity.
  • Reviews all policy, procedures, reports and information provided by field staff.
  • Provides consultative services and technical assistance to TWC employees, Local Workforce Development Boards, visitors, customers, contractors and vendors.
  • Helps in all areas of privacy, risk assessment, safety, and continuity processes as needed.
  • Helps assess relevant policy and procedures and in making recommendations to management.
  • Analyzes and reviews operations, and evaluates information on programs and services in order to identify gaps in resources and to recommend improvements.
  • Works effectively with internal staff to evaluate compliance with the contracts, and in the conduct of related agency activities.
  • May approve invoices/participate in solicitation processes when necessary for program areas.
  • Provides training to TWC employees and contractors related to business continuity, privacy, risk management and safety.
  • Performs other duties as assigned.


Duty requires up to 35% travel (within the state of Texas) and the ability to lift 20 pounds.

Position may involve working hours other than 8A-5P, Monday-Friday, including overnight travel.

The salary range for this position is $3,520.33 - $4,360.00 per month depending on qualifications. Qualifications

PREFERRED QUALIFICATIONS:
  • Proficient use of personal computer and software applications (Microsoft Excel, Word, Outlook, Power Point).
  • Knowledge of program rules, regulations and state and federal laws associated with RSRM programs.
  • Knowledge of procurement and contracting processes.
  • Ability to communicate effectively with executive management, TWC employees, customers, contractors and vendors.
  • Ability to gather, assemble, correlate, and analyze facts, to devise solutions to problems, prepare reports, and to develop, evaluate, and interpret policies and procedures.
  • Ability to manage multiple priorities and meet deadlines in a high paced environment.
  • FEMA and TDEM training blocks or emergency management certifications or obtained within one year from hiring date.
  • 2-3 years of full-time experience in the development and implementation of business continuity, emergency management, safety or risk management.
MINIMUM QUALIFICATIONS:
Both: -Graduation from an accredited 4-year college or university
  • 12 semester hours of graduate study from an accredited college or university may be substituted for each year of the required qualifying experience.
  • A doctorate degree from an accredited college or university may be substituted for three years of the required qualifying experience.
  • 1 additional year of full-time qualifying experience may be substituted for each year (30 semester hours) of the required education.
PS III: plus 3 years of full-time experience in the development, implementation, or interpretation of policies and procedures in a public or private agency.
PS IV: plus 3.5 years of full-time experience in the development, implementation, or interpretation of policies and procedures in a public or private agency.
