Qualifications

Education and Experience: Graduation from an accredited college or university with a bachelor's degree and experience equivalent to three years of full-time increasingly responsible professional budget analytic work experience.

Substitution of Education for Experience: A dditional graduate coursework in business administration, public administration, or other related acceptable field may be substituted for the required experience, on a year-for-year basis, to a maximum of two years; OR two years of increasingly responsible professional budget analytic experience with the State of Tennessee.

Substitution of Experience for Education: Q ualifying full-time professional experience in analytic work may be substituted for the required education, on a year-for-year basis, to a maximum of four years.

Necessary Special Qualifications: None.

Examination Method: Education and Experience, 100%, for Preferred Service positions. For Executive Service positions, Minimum Qualifications, Necessary Special Qualifications, and Examination Method are determined by the appointing authority.

Overview

Under general supervision, is responsible for budget analytic work of considerable difficulty which may include the supervision of professional budget analytic staff. An employee in this class assists in the coordination of the budget process and its administration. This class differs from that of Budget Analysis Director 1 in that an incumbent of the latter is responsible for is responsible for the administration of a budget for a department with small to moderate-sized operating and capital budgets.

Responsibilities

  • Assembles fiscal and statistical data for use in budgetary evaluations and budget hearings and assists in the development and submission of the Departmental operating and capital budgets.
  • Analyzes monthly departmental budgeting and accounting extracts to maintain expenditure and revenue reports. Monitors departmental revenue collections and expenditures for accuracy and the availability of funds in each division's budget as required by policy and procedures.
  • Prepares Annual Budget Requests in accordance with Finance and Administration Budget guidelines. Prepares periodic reports comparing budgeted costs verses actual costs and budgeted revenues to actual revenues.
  • Analyzes financial data to prepare revenue and expenditure forecasts and provides input and planning on long-range financial needs. Prepares special statistical and financial reports as required, and participates in the approval processes for purchases of goods and services.
  • Gathers current period expenditures and revenues through electronic formats to provide accurate budget reports as required by policy and procedures. May visit field offices to assist with budgetary and statistical analysis needs as necessary.
  • Assists in the coordination and administration of the department's operating budgets for assigned business units. Assists in the explanation of the budget document's needs and methods to insure proper preparation of estimates and detail.
  • Creates salary administration plans to determine their effect on the budget and drafts requests for budget revisions and approval. Prepares and presents information, reports, and/or data on departmental programs for the legislature and interested parties in accordance with code, policy, and procedures. Maintains file and analyze statistical data to identify program trends and possible fiscal impacts.
  • May oversee performance management and training of subordinate staff and other individuals assisting in budgets, projects, and activities. Participates in recruiting and may recommend applicants for employment.
