ESSENTIAL DUTIES AND RESPONSIBILITIES OF THE POSITION

- Program Development: Develop and implement program policies and procedures to ensure the efficient operation of all treatment court programs statewide ensuring consistent quality, compliance with state standards, and coordinating efforts between various local treatment courts, judges, treatment providers, and other stakeholders involved in the justice system. Develop the Statewide Treatment Court Strategic Plan, treatment court operating manual, policies, procedures, goals, mission, participant information packet, program templates, and other materials necessary for the effective and efficient operation of the program.
- Program Administration: Plan, implement and monitor the activities of the court program(s) to ensure compliance with national treatment court standards, court mandates, legal requirements, and program guidelines. Developing program policies, monitoring participant progress, facilitating communication between stakeholders, managing budgets, providing training, and advocating for treatment court initiatives at the state level.
- Legislative and Community Relations: Evaluates proposed legislation and its impact on the courts’ response to participants' needs and treatment court programs. Analyzes and tracks legislation, communicates impacts to stakeholders, and provides expertise in various legislative settings when needed. Serve as a liaison with local court offices, treatment providers, funding agencies, social service agencies and community stakeholders, cultivating and maintaining cooperative relations.
- Data Collection and Analysis: Collect and analyze data from treatment courts statewide to identify requirements for program modification and personnel training, as well for statistical and narrative reporting. Attend treatment court sessions or hearings as needed. Prepares reports and presents information to various court and community stakeholders regarding treatment courts.
- Grant Management: Identifies, prepares applications for, and administers local, state, and federal grants that would assist with the operation of the treatment court.
- Contract Administrator: Prepares, administers, and monitors contracts for services relating to the various treatment courts operating in the state.
- Program Management and Oversight: Plans and implements strategies to encourage best practices, collaboration and partnership with federal, state, and local agencies and organizations to further the general understanding and acceptance of treatment courts. Monitors treatment court programs for compliance with programmatic best practices, and makes recommendations on work and initiatives to assist with effective treatment court practices in South Carolina.
- Facilitate Trainings: Provides guidance and technical support and training to judges, clerks, and other court personnel on treatment court operations and best practices. Coordinate, facilitate, participate in and/or attend interdisciplinary and specialized training sessions as needed. Develops webinars and other training methods for treatment courts.
- Technology: Learns and applies emerging technologies and, as necessary, to perform duties in an efficient, organized, and timely manner.
- Adheres to common priniciples of professionalism to include being punctual and prepared; dressed in accordance with SCJB's dress code; being courteous and civil in all interactions; and exercising the highest levels of professional integrity in the disposition of the job responsibilities. Attends meetings or training sessions as required. Performs other related duties as assigned.
MINIMUM QUALIFICATIONS (EDUCATION AND EXPERIENCE)
Bachelor’s degree in court administration, public administration, political science, business administration, or closely allied field.
Five years of experience in program support, management, or administration.
Experience working with courts, court personnel, and criminal justice agency partners.
Experience and comfort with public speaking and presentations.
Proficient in Microsoft Office Suite.
REQUIRED KNOWLEDGE, SKILLS, ABILITIES AND OTHER CHARACTERISTICS
Knowledge of the laws of South Carolina. Understanding of criminal court procedures and legal requirements. Knowledge of the operations, services, and activities of a treatment court and related state and federal laws.
Knowledge of differentiated case management principles and techniques. Knowledge of state and national treatment court standards, requirements, policies, and procedures. Excellent time management and organizational skills. Must be detail-oriented.
Strong verbal and writing skills are necessary, along with the ability to coordinate and teach educational programs. A high degree of independence and discretion is expected for most job functions. Ability to operate a computer and use the internet and basic software programs.
Proficiency in data collection, analysis, and reporting. Demonstration of a strong, consistent, dependable work ethic. Familiar with relevant confidentiality requirement, policies and procedures.
Experience in project planning, management, coordination, and implementation; Assisting in developing and implementing court improvement projects; Writing detailed and comprehensive reports and memoranda; Coordinating treatment courts on the local level; Managing federal grants; Coordinating policy or programs related to behavioral health, mental health, or substance abuse.

Salary : $73,400
