What are the responsibilities and job description for the Senior Accountant/Fiscal Analyst position at State of South Carolina?
The Office of Mental Health’s mission is to support the recovery of people with mental illnesses. We provide a complete array of medical and support services for children, adults, and families throughout South Carolina.
As the Senior Accountant/Fiscal Analyst, under general supervision, you will perform paraprofessional accounting duties which include analyzing expenditure and revenue data, prepare management Ievel reports, prepare cash transfers and loans as needed, prepare journal entries and reconciliations related to returned checks and preparing the Loans/Notes Receivable, Accounts Receivable and the Inventory Reporting Packages.
Responsibilities for the Senior Accountant/Fiscal Analyst:
- Oversee cash activity for the agency. Responsible for compiling various financial data and producing reliable revenue and expenditure projections necessary for use in the cash flow analysis and preparing management level financial reports. Ensures the cash flow model is updated appropriately with valid information and is aligned with the various programs and budgets for the agency.
- Supervise the preparation of cash reports by Cost Center in order to review cash needs and cash projections to ensure adequate funds are available for expenditures, supervise the preparation of agency donated funds reports.
- Prepare journal entries to distribute charges to correct accounts and reconcile the entries to subsidiary ledgers in the SCEIS accounting system as related to returned checks. Reconcile designated composite bank accounts to the State Treasurer reports and the bank statements monthly. Prepare journal entries and vouchers for corrections, additions and reimbursements to the accounts.
- Complete reconciliations between SCEIS revenue postings for Care and Maintenance activity and the AVATAR system, which posts revenue by patient for the inpatient facilities. Complete reconciliation of the Patient Personal Funds balance on hand between SCEIS and AVATAR. Complete reconciliations of the Pharmacy revenues between SCEIS and the subsystems revenue is posted to.
- Serve as the lead in the coordinating the preparation of all Comptroller General Reporting Packages for the agency. This includes at least 12 Reporting Packages each year. Serve as liaison for financial audits to include gathering requested documentation and coordinating getting questions answered.
- Review and analyze activity in trust accounts held by the agency.
- Supervise the monthly journal entry to reclassify MCO revenue to account for the state share that is returned to DHHS and Clawback percentage that is charged to the MHC's and Facilities. Process quarterly journal entry to allocate Workers Compensation and Unemployment premiums across all agency Cost Centers.
- Monitor all IDTs owed by the agency to ensure the proper person is notified when payment is required. Follows up on outstanding items to ensure payment gets made. Review and prepare documentation for the Victims Assistant claims for the agency. Subsequently, coordinate an IDT billing to the paying agency.
- Supervise the completion of reconciliations between SCEJS postings and CIS for the MHC revenue.
- Supervise accounting duties associated with deposit posting, updating, reconciling, researching and auditing.
A bachelor's degree in accounting, finance, business, or a related field and professional experience in a related area, such as accounting, auditing, finance, or banking.
Position may require overtime hours.
- Bilingual abilities in English and Spanish (or another language) are a plus.
Knowledge of the principles, practices, theories and terminology of accounting, budgeting or financial management Knowledge of EDP systems and modern office practices and procedures. Ability to proficiently apply mathmatical concepts, analyze and interpret complex financial data and reports. Ability to analyze financial documentation for accuracy and completeness. Ability to plan, organize. review and supervise the work of subordinates. Ability to establish and maintain effective working relationships and to communicate effectively with OMH personnel and other agencies, in person, by telephone and in written form. Ability to operate a 10-key calculator and personal computer. Ability to use Excel to create and maintain spreadsheets involving complex Excel formulas.
