Project Manager II

The Department of Administration's (Admin) Division of Enterprise Applications (DEA) is seeking an experienced Project Manager to join the team. We are in growth mode, and it is an exciting time to be a contributing member to South Carolina Enterprise Information System (SCEIS)! SCEIS is the backbone of our business processes and ultimately empowers decision makers to improve government for the citizens. You will serve as a Project Manager responsible for planning, coordinating, and delivering enterprise technology projects that support SCEIS. You will lead project execution by managing scope, schedules, risks, resources, and stakeholder engagement to deliver successful business and technology outcomes. You will partner with business stakeholders, technical teams, vendors, and project sponsors to coordinate project activities, facilitate communication, monitor performance, and ensure projects are delivered on time, within scope, and aligned with organizational objectives.

This position is onsite in Columbia, SC.

Responsibilities of the Project Manager II:
  • Lead enterprise projects from initiation through implementation while ensuring alignment with business objectives, schedules, and performance expectations.
  • Facilitate the identification, analysis, and documentation of business requirements supporting project and operational objectives.
  • Maintain project transparency, accountability, and compliance through effective governance and documentation practices.
  • Support successful implementation and adoption of new systems, processes, and technologies.
  • Support organizational priorities, modernization efforts, and emerging business needs.
  • Perform other duties as assigned.
                                                                                                    
  • A bachelor's degree in business administration, information systems, public administration, finance, communications, engineering, or a related field and a minimum of five (5) years of progressively responsible experience leading projects, business process improvement, system implementations, or comparable organizational initiatives. 
  • Relevant experience may substitute for the required degree on a year-for-year basis. 
  • Experience managing project scope, schedules, budgets, risks, stakeholder communications, and project delivery is required.

Additional Requirements:
  • Knowledge of project management principles, methodologies, and best practices.
  • Experience managing complex projects involving multiple stakeholders and competing priorities.
  • Ability to facilitate requirements gathering, process analysis, and business solution development.
  • Knowledge of Agile, Scrum, Waterfall, and hybrid project delivery methodologies.
  • Experience developing project schedules, status reports, dashboards, risk registers, and executive briefings.
  • Ability to analyze business processes and identify opportunities for improvement.
  • Strong verbal, written, and presentation skills.
  • Ability to communicate effectively with executive leadership, business stakeholders, vendors, and technical teams.
  • Experience supporting ERP modernization, enterprise technology initiatives, or large-scale organizational change efforts.
  • Proficiency with project management and collaboration tools.
  • Position may require employee to work evenings and weekends.
  • Position may be required to report to work during emergency situations and hazardous weather events.

  • Experience supporting enterprise technology initiatives, ERP modernization efforts, digital transformation programs, or large-scale organizational change initiatives. 
  • PMP, PMI-ACP, CSM, or comparable project management certifications.

Salary : $81,192 - $146,166
