- Primary liaison for 1/2 of the county First Steps partnerships; Finance Manager (FM) and SCFS staff regarding county partnership budgets; load initial fiscal year budgets into the agency's accounting system; run accounting systems reports to ensure accuracy; provide daily guidance to county partnership Executive Directors (ED) regarding budget development / projections based on actual prior year spending trends and future requirements. Includes ensuring all Local Partnerships meet all documentation requirements for all federal and state grants. Ensures proper support from Finance Manager.
- Process all county budget re-allocation forms; updates all budget re-allocations in the agency's accounting system and run accounting system reports to ensure accuracy. Work in conjunction with the state office programmatic staff to review and approve the assigned First Steps County partnership budget spending plans (BSPs) during the annual renewal process.
- Produce quarterly reports to monitor county partnership spending in relation to approved budgets; meets with supervisor at least quarterly to discuss trends, report findings and corrective actions. Ensure action is taken to correct any deficiencies.
- Reconcile / compare partnership program/strategy budgets with partnerships' vendors contract budgets to the accounting systems procurement module to ensure all contracts are loaded/updated into the accounting system is timely and accurately. Monitors processes managed by RFM for Local Partnerships.
- Performs on-site visits to county partnership offices to resolve problems and advise/coach EDs; communicates with county partnership EDs to discuss fiscal issues, concerns, and findings. Review and correct any Local Partnership deficiencies of Operations Manual processes.
- Conducts on-site visits to county partnership vendors; performs courtesy review of vendor financial records as they relate to the proper use of county First Steps partnerships' funds awarded and used by vendors. Participates in audits for compliance with fiscal standards.
- Performs other assigned duties as required.
- A bachelor's degree in accounting or other related areas, such as auditing, and finance. Employee should be knowledgeable in collecting, assimilating financial data; ability to analyze and interpret complex financial data and reports.
- The employee should possess knowledge of the principles, practices, theories, and terminology of accounting, banking, budget, and financial management.
- The employee should have Proficiency in Excel, and MS Word.
- The employee should have the ability to work independently and communicate effectively both verbally and in writing.
- The employee should have the ability to demonstrate and promote inclusivity and cross-cultural competence.
- Ability to plan and organize work activities and prioritize task completion according to schedules and goals.
- Must possess SC driver's license. This position requires in-state traveling. Occasional limited after hours required.
- Must be able to lift 20 pounds.
