Under the limited supervision of the Chief Engineer for Operations, serves as the District 1 Engineering Administrator (DEA) overseeing/managing Kershaw, Lee, Lexington, Richland and Sumter Counties. Establishes programs, policies, and procedures to ensure the goals and objectives of SCDOT are met in accordance with the Department's mission.

Establishes objectives and performance criteria to meet the maintenance and asset management goals set forth by the Department. Reviews and approves district bridge engineer work plans and budget. Reviews and approves various maintenance programs, developed by the District Maintenance Engineer. Provides direction and guidance to the District Maintenance Engineer on solutions to complex programs during normal and emergency operations. Ensures the district maintenance budget is utilized to deliver the services and programs necessary to keep the roads, bridges, and associated appurtenances in a condition that meets the transportation needs of the citizens and traveling public.

Oversees and manages major construction projects within District 1. Coordinates the implementation of these projects through supervision of Department staff, consulting firms and contractors hired by SCDOT. Through direction and guidance to District Construction Engineer, ensures that all construction contracts are properly managed, administered, and constructed in accordance with the special provisions, plans, and Department's Standard Specifications for Highway Construction.

Reviews and approves the recommendations of the District Traffic Engineer for improvements in intersection alignment and configuration, including signalization, as well as other changes in signing and pavement markings to improve the operations, safety, and efficiency of the highway system.

Oversees the employee safety and health program by directing and guiding the District 1 OSHA Officer, reviews operations to identify improvement and compliance with the SCDOT Employee Safety Manual; federal, state, and SCDOT policies. Ensures that regularly scheduled safety inspections are completed for facilities, including electrical systems, lockout/tag out, flammable storage, hazardous waste, storm water, etc. Ensures proper training is provided in such as OSHA and Risk Management Information Systems (RMIS) recordkeeping, First Aid/CPR/AED, drug and alcohol policies, defensive driving, confined space, equipment safety, excavation, personal protection equipment, and work zone traffic control. Promotes the health and wellness of all employees by supporting participation in wellness screenings, an active return-to-work program or injured employees and compliance with drug and alcohol testing policy. Supports the prompt investigation and reporting in RMIS of all accidents and injuries.

Provides guidance and direction to the District Permit Engineer in the review and approval of commercial and large-scale encroachment permit applications and waivers. Provides guidance and assistance in meetings with applicants, developers, local officials, other Department staff, etc. to ensure compliance with state and federal engineering standards.

Provides guidance and direction to the District Contracts Engineer. Ensures a system is in place to assemble, manage and track the multiple contract packages for resurfacing programs, bridge replacements, pavement markings, etc. in compliance with each program's requirements.

Exercises discretion in interpreting and applying the Department's human resources policies to ensure consistent and fair implementation of employee classification, compensation, training, advancement recommendations, and succession planning. Ensures that the Department's Disciplinary Action Policy is fairly administered. Enforces equal opportunity employment policies. Provides guidance and direction to each unit in developing and approving organizational charts, maintaining balanced crew compliments, and modifications to each.

Serves as the Department's representative when interacting with elected officials and members of the general public concerning complaints or problems. Investigates and takes appropriate action or provides recommendations when solutions are unique. Provides responses for signature of, but not limited to, the Secretary of Transportation, the Deputy Secretary of Engineering, and the Chief Engineer for Operations. Represents the Department in public hearings in addressing concerns of property owners and the general public and how projects will impact the community.

Develops the District 1 capital improvement plan and ensures that necessary programs and personnel are in place to properly maintain all District 1 facilities in compliance with all pertinent environmental and safety management guidelines.

In accordance with SCDOT policies and state law, performs other related duties as assigned by the Chief Engineer for Operations. Provides general oversight and direction to district support functions including, but not limited to, general administration, equipment utilization, procurement, safety, facilities, and information technology. Generates professional reports, correspondence and recommendations concerning progress on a wide variety of district functions as required. Participates in various committees for development and implementation of Department-wide policies, programs, and initiatives.

Performs other related duties as assigned.

A bachelor's degree in Engineering, Engineering Technology, or Construction Science and Management and nine and one-half (9.5) years of engineering or construction management work experience; or an approved acceptable equivalence. A valid motor vehicle operator's license is required.
