Job Responsibilities
Under general supervision, this position provides procurement related support at OIDD-Coastal. This includes working with the contract agency vendors for contract hire screening, onboarding/offboarding, timesheets, etc., as well as creating, maintaining, and updating information related to facility assets and inventory, and the creation of requests for purchases to include researching and identifying potential vendors, ensuring delivery, and invoicing.
- Receives OIDD internal requisitions to ensure appropriate budget coding and approvals have been obtained. Works in SCEIS (SAP-based system for South Carolina state agencies) to create shopping cart requisitions and purchase order to procure goods and services for OIDD-Coastal divisions. Ensure all required documentation is attached and/or documented on the purchase orders. Review and receipt invoices by creating a goods receipt document utilizing the MIGO transaction in SCEIS. Maintain procurement files for every fiscal year.
- Provides assistance to OIDD-Coastal managers and staff with shopping carts and purchase as needed/requested.
- Maintain reports on Exempt Purchase Orders, Unauthorized Procurements, and various other reports as required on a regular basis (e.g. monthly, quarterly).
- Assist accounting with general ledger (GL) changes and completed good receipts for invoices as directed.
- Issue solicitation for small to mid-size contracts for OIDD-Coastal as directed.
- Works with contract agency vendors for contract hires, and ensures credentialing/screening, as well as onboarding/offboarding is completed in accordance with the contract, verifies contract staff timesheets are accurate and billed correctly, tracks conversion eligibility of contract staff, etc.
- Perform other duties as assigned.
The position for this posting is located at Coastal Regional Center, an Intermediate Care Facility for Individuals with Intellectual Disabilities (ICF-IID) of BHDD-OIDD located in Summerville, SC serving residents with intellectual and developmental disabilities.
Minimum and Additional Requirements
A high school diploma and work experience that is directly related to the area of employment. A bachelor's degree may be substituted for the work experience.
Preferred Qualifications
Knowledge of internal agency procurement policies. Knowledge of procurement principles and practices. Knowledge of the Consolidated Procurement Code. Knowledge of the quality and development of the materials being purchased. Knowledge of legislation, regulations and policies governing service contracts. Knowledge of prospective funding sources. Ability to train subordinate personnel and oversee their work. Experience utilizing SCEIS for procurement and/or finance related transactions.

All new employees who are healthcare providers are required to provide documentation of immunity or be immunized against measles, mumps, rubella, pertussis, Varicella and Hepatitis B prior to beginning employment.
