GENERAL STATEMENT OF DUTIES: The Office of the Child Advocate ensures the protection of the legal, civil and special rights of the children in the care of the Department of Children, Youth and Families. The office also represents the interests of children who are in voluntary placement with the Department of Children, Youth and Families. Duties to include any and all activities necessary to fulfill the statutory mandates of the Office of the Child Advocate statute.

EDUCATION AND EXPERIENCE:
The Staff Attorney IV shall possess a J.D. from an accredited law school and must possess an active license to practice in Rhode Island. Trial Court experience preferred. Applicant must also possess a Federal Court license or obtain a federal license within one year from hiring date. Applicant must possess a valid driver’s license. BCI and CANTS check required.

Also, be advised that a new provision in RI General Law 35-6-1 was enacted requiring direct deposit for all employees. Specific to new hires, the law requires that all employees hired after September 30, 2014 participate in direct deposit. Accordingly, any employee hired after this date will be required to participate in the direct deposit system. At the time the employee is hired, the employee shall identify a financial institution that will serve as a personal depository agency for the employee.

- Assist with legal advocacy for children and youth, including cases referred to our office by the RI Family Court or any other case as assigned by the Child Advocate and Assistant Child Advocate.
- Attend any and all meetings regarding clients or as assigned.
- Provide legal research, legal analysis and/or any reports as requested by the Child Advocate and Assistant Child Advocate.
- Report to the Child Advocate and Assistant Child Advocate regarding identified trends with legal issues for the children and youth we serve.
- Respond to inquiries as they relate to children in the care of the Department.
- Assist with the response to legal questions posed in inquiries regarding children in DCYF care.
- Assist the Child Advocate and Assistant Child Advocate to organize trainings to Guardian ad litem and special advocates as assigned.
- Assist with Court ordered investigations and represent the OCA in Family Court pursuant to each investigation, as assigned.
- Serve as a member of the Child Fatality Review Panel; assist with the review of all necessary documentation and the preparation of chronologies, subpoenas, or other required documentation necessary to complete an investigation.
- Assist the legal team with monitoring legal issues at the Training School and petition the Family Court, as needed.
- The Staff Attorney’s responsibilities are subject to change and will be expected to perform other related duties as assigned.
