This position will work as part of the Overdose Team reporting to and assisting the Director of the Overdose Task Force to build upon the State’s broader vision for an equitable recovery in Rhode Island from overdose, addiction, and the behavioral health challenges facing our community. The public health and economic crisis have tested the state’s existing approach to achieving those goals, highlighting where our state is strong and revealing areas where we must expand our investments or rethink our tactics, as we reinvest in communities for opioid abatement.
Primary responsibilities include staffing the Opioid Settlement Advisory Committee. This position, as dictated by the Memorandum of Understanding within the Settlement Agreement, will work withing the Overdose Team to ensure alignment with the Governor’s Overdose Task Force strategic priorities, adherence to budget timelines, production of reporting requirements for approved opioid abatement uses, and interagency coordination.

This Position Will
- Prepare for, organize logistics of, and staff the Advisory Committee, create related materials for decision-making, administer the approved recommendations—including drafting requirements, conducting procurement, using active contract management, conducting community engagement and evaluating programmatic performance progress—to maintain fidelity to the settlement terms and conditions over the next 15.5 years.
- Assist with overdose-related performance management, develop communications and tools to document progress and evaluation, and help lead sustainability planning.
- Foster the gathering of community input and ensure all Settlement-related contract deliverables are met, including providing education and share resource documents to the advisory committee for awareness and alignment of the settlement and alignment of the state’s Overdose Strategic Plan.
- Work closely with the Overdose Evaluator and the Overdose Project Coordinator, to ensure that the OSAC-funded priorities and activities align with the state’s Overdose Strategic Plan.
- Collaborate with EOHHS’ state agency partners and with community partners, representing EOHHS where appropriate.

Qualifications
- Master’s degree in healthcare, public policy, or a related field.
- 5-7 years of demonstrated work experience, of which at least two years must have been in a management, project management, or operations management capacity, with experience in the behavioral health field.
- Knowledge of behavioral health care policy and programs, including Medicaid and managed care programs.
- Familiarity with Rhode Island’s overdose prevention stakeholder community.
- Excellent project management skills, program development experience, and attention to detail
- Excellent written and verbal communication skills to interact effectively with staff, leadership, clients, and stakeholders and to deliver clear, concise communication material.
- Expertise and strong analytic and problem-solving skills.
- Proven leadership experience with capability of fostering a collaborative environment.
- Comfortable leading effective meetings and work sessions, with all levels of staff and leadership.
- Excellent time management skills, ability to multi-task, and work under time constraints.
