Description of Work
This position is responsible for managing all business operations of the Ignition Interlock Program. Key duties include planning, organizing, staffing, leading, and overseeing these units to ensure alignment with organizational objectives. The role supervises Ignition Interlock staff, ensuring that all related actions are taken in a fair and impartial manner. Additionally, the position ensures the accurate recording of driving-related actions in the State Automated Driver License System (SADLS), in accordance with Chapter 20 of the North Carolina General Statutes.
The role involves collaboration with IT staff, the Federal Motor Carrier Safety Administration (FMCSA), the National Highway Traffic Safety Administration (NHTSA), and the American Association of Motor Vehicle Administrators (AAMVA) to maintain compliance with federal and state regulations. Duties include interpreting new legislation, identifying and resolving system issues, validating system changes, and representing the Division in national working groups including Association of Ignition Interlock Program Administrators (AIIPA).
The person in this position must possess strong technical expertise in SADLS DB2 tables and Division policies, enabling accurate corrections to driving records and participation in high-impact projects. As a key member of the Division's Legislative Team, this position serves as the subject matter expert for the Customer Compliance Services Section—analyzing proposed legislation, advising on potential impacts, developing work requests for necessary system changes, overseeing testing, and supporting implementation efforts. The role also works closely with the Attorney General's Office to fulfill record review requests and provides training to judges and magistrates on statutory compliance, driver record interpretation, and Division policies.

Knowledge Skills and Abilities/Management Preferences
Salary Grade: NC17 Salary Range: $58,613 - $102,574
Management prefers applicants with the following:
- Strong knowledge of business administration principles as applied to government programs, with the demonstrated ability to develop, implement, and evaluate administrative procedures and policies effectively.
- Experience in law enforcement or the court system, particularly involving the review of legal documents and conducting investigations.
- Supervisory experience and a successful track record in managing business or government programs, including daily operations.
- Experience in evaluating program effectiveness and developing and implementing policies, procedures, goals, and objectives to improve operations and service delivery.
- Demonstrated ability to engage professionally with staff, leadership, and external stakeholders.
