The NC Department of Adult Correction is one of the largest state agencies with more than 14,000 employees. It is responsible for safeguarding and preserving lives and property through prevention, protection, and preparation as well as the care, custody, and supervision of all adults sentenced for violating North Carolina laws. This department includes state prisons with custody, healthcare, and facility operations staff as well as probation/parole officers who supervised sentenced people in the community. Description of Work

Staff Development Specialist II (Trainer)
This position designs and delivers effective learning programs for the Department of Adult Correction, with a primary focus on Combined Records. The Trainer creates training materials such as e learning modules, manuals, multimedia content, and job aids using strong instructional design and graphic design skills.
The role works closely with management and subject matter experts to assess training needs, document processes, and turn technical information into clear, engaging learning resources. The Trainer reviews feedback and performance data to evaluate training effectiveness and update materials as needed.
This position requires excellent communication, collaboration, and facilitation skills, along with attention to detail and the ability to manage multiple projects independently. The Trainer must stay current on policies and procedures to ensure training content is accurate and accessible.
While the main focus is Combined Records, the Trainer also supports training needs across NCDAC for internal and external stakeholders. The position helps improve efficiency, reduce duplication, and strengthen operations. The Trainer may lead collaborative projects, ensuring they meet objectives and timelines.

Key Duties Include but are not limited to:

  • Develop and deliver training programs and learning materials.
  • Assess training needs and identify gaps in operations.
  • Turn technical information into clear, engaging training content.
  • Review feedback and performance data to improve training.
  • Keep training materials accurate and up to date with current policies.
  • Collaborate with stakeholders across NCDAC to support training needs.
  • Lead training-related projects and ensure timelines and objectives are met.

Knowledge Skills and Abilities/Management Preferences

Salary Range: $55,221 - $96,639

Candidates now meet the minimum qualifications of a position if they meet the minimum education and experience listed on the vacancy announcement. The Knowledge, Skills, and Abilities (KSAs)/ Management Preferences are not required . Applicants who possess the following skills are preferred:

  • Extensive knowledge of instructional design principles, practices, and theories
  • Demonstrated ability to create and implement effective training programs, e-learning modules, multimedia content, manuals, job aids, and other learning materials and Demonstrate ability to manage assigned projects using project management concepts to meet milestones and project timelines
  • Excellent communication and interpersonal skills with the ability to build consensus across teams
  • Ability to analyze and interpret complex laws, practices, policies, or procedures
  • Demonstrated skill in organizing training events, assessing needs, evaluating sessions, planning, executing, and adapting training to meet organizational needs
  • Demonstrated proficiency in Microsoft Office, Adobe Creative Suite and content-authoring tools such as Articulate, Storyline, or Captiva

The Combined Records section is responsible for the development and maintenance of offender records and the calculation of sentences for all offenders who are incarcerated in the North Carolina Department of Adult Correction facilities. The staff at Combined Records obtain information from a variety of sources, including the courts, the Post-Release Supervision/Parole Commission, the North Carolina Department of Justice, the Attorney General's Office, and federal, state, and county law enforcement agencies. The section also provides auxiliary services to the Post-Release Supervision/Parole Commission, Community Supervision, and the Extradition Office.
