The incumbent to this position would be responsible for, but not limited to the following:
• The incumbent of this position will work both internally and externally to develop consistent messaging using various communication vehicles to create positive relationships with federal, state, local legislatures, community groups and staff.
• Participate in developing strategic communications planning initiatives that incorporate traditional and digital communications channels and platforms.
• Manage and support multiple projects, including setting priorities and timelines and working closely with the communications team to support the proper deployment of resources.
• Work directly with reporters to place and inform stories and serve as an on-the record spokesperson.
• Draft news releases, talking points, testimony, annual reports, and other informational materials.
• Arrange for press conferences, seminars, public hearings, and other informational gatherings.
• Proofread, revise, and edit documents for style, content, and conformity to agency standards, branding and policy.
• Prepare/attend presentations, and prepare displays for use at fairs, conferences, conventions, seminars, and training sessions.
• Answer inquiries from the media and the public concerning agency programs.
• Maintain schedule of agency events.
• Coordinate public appearances for agency staff to explain programs and initiatives.
• Manage and develop the agency’s social media outlets.
• Review and assist in drafting appropriate responses to inquiries received through various channels, including social media.
• Create content for and update agency’s website as appropriate.
• Experience with Drupal content management software and proficiency in Excel preferred.
• Experience with photo and video editing software, such as Canva, Adobe Photoshop and Adobe Premier, preferred.
• Perform full range of supervisory functions, including supervising lower-level employees.
• Training of subordinate staff in writing, public relations techniques, and interacting effectively.
• Perform other duties as needed/assigned.

Qualifications:

This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS)* and applicants must meet the following minimum qualifications to be considered for this position:

Required experience: Seven years of experience in public or governmental relations, and/or in writing or
producing content for various media*.

*Substitutions: An associate's degree in media, new media, English, communications, journalism, broadcasting, public relations, films, TV productions, or digital marketing can substitute for two years of specialized experience; a bachelor's in these fields can substitute for four years; and a master's degree in these fields can substitute for an additional year of specialized experience.

Applicants may also be appointed to this position if currently reachable on the appropriate eligible list for this title OR are a current New York State employee with one year or more of qualifying permanent service in a position allocated to a Grade 21 or above and eligible for transfer under Section 70.1 of the Civil Service Law.

NOTE: IN ORDER TO AWARD THE PROPER CREDIT FOR WORK EXPERIENCE, RESUMES MUST INCLUDE MONTH AND YEAR FOR START AND END DATES. IF ANY OF THIS EXPERIENCE IS LESS THAN FULL TIME YOU MUST INDICATE THE AVERAGE NUMBER OF HOURS WORKED PER WEEK.
