Duties Description Under the general direction of the Real Property Analyst 2 or other higher level manager, the Real Property Analyst 1 in ORPTS Program Development will work as part of a team to support ORPTS central and regional offices. Activities include but are not limited to the following: •Support test planning activities, define test scenarios, develop test cases, data, and scenarios, and execute test conditions for internal software applications used by ORPTS; •Identify and track all defects through to resolution.•Act as a liaison between internal and external stakeholders, testing staff, and IT units; work with systems development staff to design, test, and implement computer systems;•Identify, evaluate, and escalate issues and risks in a timely manner to management along with potential options for solution/resolution.•Create or update documents to reflect current or “as-is” state of business processes and functions.•Support work to define, develop, and document “to-be” businesses processes and functions.•Assist in preparing procedures and work plans; provide guidance and advice to local municipalities and other customers; may conduct public presentations and/or classroom and on-the-job training for ORPTS and local government staff; •Serve as subject matter expert and/or lead worker on other assigned projects, as needed;•Communicate effectively, both verbally and in writing, with internal and external stakeholders.•Maintain knowledge of real property tax law, division policies and procedures.•Support Department programs and initiatives.•Retrieve and use information from various department systems and software to enter data, gather information, produce reports, access files and databases;•Meet any travel requirements; travel may occasionally be required for this position.•Supervise support staff and train and mentor staff, as needed; •Adhere to the Department rules and policies including Code of Conduct, ethical practices, time and attendance rules and regulations.

Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).For the duration of the NY HELPS Program, this title maybe filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.NON-COMPETITIVE MINIUM QUALIFICATIONS: Real Property Analyst Trainee 1:Four years of experience in the collection, review, and reconciliation of assessment and real property data; and the appraisal and analysis of all types of real property.
