The duties that the incumbent of the vacancy will be expected to perform. Duties Description Labor Services Representative (Disabled Veterans Outreach Program) will provide and facilitate a full range of employment and training services to veterans, focusing on providing and facilitating intensive services to veterans with significant barriers to employment. They will provide case management services and conduct outreach activities. The incumbent will provide services at other out-station locations as assigned.

Minimum Qualifications Minimum QualificationsLabor Services Representative Trainee 1(DVOP): Four years of experience* providing employment, reemployment, training and labor market services to job seekers, employers, unions, and other interested parties. These activities must include one of the following areas: conducting interviews to evaluate the nature of services desired, obtaining employment histories, identifying barriers to employment and developing solutions to such barriers, providing information about workforce development and training programs and related grants, or reviewing and evaluating workforce development and training services’ applications. In addition, meet one of the following criteria for Veteran of the U.S. Armed Forces as noted below**: Labor Services Representative Trainee 2(DVOP): Five years of experience* providing employment, reemployment, training and labor market services to job seekers, employers, unions, and other interested parties. These activities must include one of the following areas: conducting interviews to evaluate the nature of services desired, obtaining employment histories, identifying barriers to employment and developing solutions to such barriers, providing information about workforce development and training programs and related grants, or reviewing and evaluating workforce development and training services’ applications. In addition, meet one of the following criteria for Veteran of the U.S. Armed Forces as noted below**: Labor Services Representative (DVOP): Six years of experience* providing employment, reemployment, training and labor market services to job seekers, employers, unions, and other interested parties. These activities must include one of the following areas: conducting interviews to evaluate the nature of services desired, obtaining employment histories, identifying barriers to employment and developing solutions to such barriers, providing information about workforce development and training programs and related grants, or reviewing and evaluating workforce development and training services’ applications. In addition, meet one of the following criteria for Veteran of the U.S. Armed Forces as noted below**: *An associate degree may substitute for two years of experience; a bachelor’s degree may substitute for four years of experience; a master’s degree may substitute for five years of experience; and a doctorate may substitute for six years of experience.Your degree must have been awarded by an educational institution accredited by a regional, national, or specialized agency recognized as an accrediting agency by the United States (U.S.) Department of Education/Secretary of Education. If awarded by an institution outside of the U.S. and its territories, you must provide independent verification of equivalency. A list of companies that provide these services (fees must be paid to the company you choose) can be found at: http://www.cs.ny.gov/jobseeker/degrees.cfm. You will be required to provide this information to the hiring agency at the time of interview.**Criteria for Veterans of the U.S. Armed Forces: **1. Served on active duty for over 180 days for purposes other than training and an honorable discharge or under conditions in the NYS Restoration of Honor Act. A copy of your DD-214 or a NYS Restoration of Honor Act letter will be required at the time of interview; or2. Was discharged from active duty because of a service-connected disability; or3. Was a member of a reserve component in the U.S. Armed Services under an order to active duty during a period of war or in a campaign or expedition for which a campaign badge is authorized and an honorable discharge or under conditions in the NYS Restoration of Honor Act; or4. Was discharged by reason of a sole survivorship discharge.Note: It is essential that you describe your qualifying education and/or experience as completely as possible on your application; your application should describe in detail the kind of service and information you provide to the general public. Omissions or vagueness may not be interpreted in your favor. Additionally, in accordance with Civil Service Law, provisional service immediately prior to a permanent appointment to this title is now credited towards the completion of probation upon permanent appointment.As this position requires travel, the appointee must have a valid license to operate a motor vehicle in New York State and have a motor vehicle or otherwise demonstrate their capacity to meet the transportation needs of the position. Reassignment Qualifications: Current Department of Labor employees only, with at least one year of permanent, contingent-permanent, or 55b/c service in a/an Labor Services Representative/ Trainee 1/2 (DVOP).Note: For all transfers noted, a comprehensive list of titles approved for transfer is available through Civil Service GOT-IT at https://careermobilityoffice.cs.ny.gov/cmo/gotit Preferred Qualifications: Ability to initiate and maintain relationships across a diverse set of stakeholders.
