The duties that the incumbent of the vacancy will be expected to perform. Duties Description As an Employment Services Representative in the Office of Workforce Development (OWD), you would engage and promote NYSDOL Business Services to businesses. You would assess the skills of workers impacted by layoffs, organize targeted job fairs, develop customized recruitment events and customize presentations of DOL services and programs to business associations and affected businesses. You will represent OWD and DOL at job fairs and coordinate community relations programs with partner organizations such as Local Workforce Investment Board, State and local economic development agency, or Chamber of Commerce. The Employment Services Representative will outreach to businesses and engage them in the promotion and usage of available services and provide any technical assistance to facilitate their use of these services. The representative will also monitor all business activities and do follow up to ensure the businesses needs were met.

The minimum qualifications required for this vacancy. Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, if they meet the below NY HELPS minimum qualifications. NY HELPS Non-Competitive Minimum Qualifications: Six years of experience* providing employment, re-employment, training, and labor marker services to job seekers, employers, unions, and other interested parties. These activities must include one of the following areas: conducting interviews to evaluate the nature of services desired, obtaining employment histories, identifying barriers to employment and developing solutions to such barriers, providing information about workforce development and training services applications; or two years of experience working for businesses that provide third party administration or employment, recruitment or staffing agencies and perform any of the following: assist employers in developing outreach, recruitment, and hiring strategies; or assisting jobseekers by matching their skills, education, experience, and professional interests to available employment opportunities.*An associate degree** can substitute for two years of specialized experience; and a bachelor’s degree can substitute for four years of experience.**Your degree must have been awarded by an educational institution accredited by a regional, national, or specialized agency recognized as an accrediting agency by the United States (U.S.) Department of Education/Secretary of Education. If awarded by an institution outside of the U.S. and its territories, you must provide independent verification of equivalency. You will be required to provide this information to the hiring agency at the time of interview.It is expected that employees hired under NY HELPS will have their non-competitive employment status converted to competitive status in the future, without having to compete in an examination. Employees will then be afforded all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified. Additionally, in accordance with Civil Service Law, provisional service immediately prior to a permanent appointment to this title is now credited towards the completion of probation upon permanent appointment.Competitive Minimum QualificationsAs this position requires travel, the appointee must have a valid license to operate a motor vehicle in New York State and have a motor vehicle or otherwise demonstrate their capacity to meet the transportation needs of the position. Subsequent 55 B/C Qualifications: A subsequent 55b/c appointment may be considered if you have one year of permanent or contingent-permanent service in a Grade 16 or higher and have a current Civil Service 55b/c approval letter. Reassignment Qualifications: Current Department of Labor employees only, with at least one year of permanent, contingent-permanent, or 55b/c service in an Employment Services Representative; if you have less than one year, you must be reachable on the current Employment Services Representative eligible list for this location, if one exists. 70.1 Transfer Qualifications: One year of permanent or contingent-permanent as a Grade 16 or higher determined to be similar by Civil Service.Preferred Qualifications: Ability to initiate and maintain relationships across a diverse set of stakeholders.

Candidates with no previous state service will begin at the starting rate of the salary range listed above.
