Why does the job exist?
The Supervisor, Program Management - SOTA will:
Serve as the lead expert and strategic coordinator for opioid treatment services across the state;
Ensure that Opioid Treatment Programs (OTPs) operate in alignment with federal and state regulations, expand access to evidence-based care, and improve outcomes for individuals with Opioid Use Disorder (OUD);
Address the opioid crisis by bridging policy, clinical best practices, and system-level implementation, ensuring that treatment systems are effective, accountable, and responsive to community needs
Provide supervision of behavioral health team staff and is considered the expert on mental health and substance use disorder services, as they are described through the Substance Abuse and Mental Health Services Administration (SAMHSA) and the Drug Enforcement Administration (DEA);
Collaborate with stakeholders and state staff in developing the service, budgetary recommendations, and delivery;
Assist in special projects to meet ever-changing needs of the team, division, or state goals and priorities.

The Supervisor, Program Management - SOTA is responsible for:
Providing statewide oversight and coordination of all Opioid Treatment Programs (OTP);
Serving as the primary liaison with federal partners such as SAMHSA and DEA;
Ensuring compliance with federal and state regulations over opioid treatment;
Leading strategic planning efforts to expand access to medication-assisted treatment (MAT);
Developing and implement policies, guidance, and best practices for OUD treatment;
Monitoring program performance, outcomes, and quality improvement initiatives;
Collaborating with internal divisions, providers, and community stakeholders;
Supporting workforce development and training for OTP providers;
Advising executive leadership on emerging trends, risks, and opportunities related to opioid crisis;
Managing behavioral health staff specific to MAT and OTP coordination services.

Minimum Qualification
Bachelor's Degree in a relevant field of study from an accredited college or university and six (6) years of professional level experience with a tactical impact directly related to the purpose of the position defined by the agency at the time of recruitment. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling ten (10) years may substitute for the required education and experience
Employment Requirements
Must possess and maintain a valid driver's license.
Must obtain a Defensive driving certification.
Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage with extended periods of sitting. Some standing, bending and reaching may be required. Some in-state and out-of-state travel required.
