Created in 1978 by the New Mexico Legislature, the Department of Cultural Affairs represents New Mexico's dedication to preserving and celebrating the cultural integrity and diversity of our state. The Department oversees a broad range of New Mexico's arts and cultural heritage agencies. These include 15 divisions representing a variety of programs and services.
The Human Resources Office provides assistance to all DCA employees related to recruitment, hiring, benefits, payroll, medical issues, disciplinary actions, policies and training.

Why does the job exist?
This position provides high level analysis and coordination of transactions including recruitment, compensation and classification actions according to State Personnel Board Rule. Processes payroll and medical issues within established time frames. Completes administrative tasks and provides backup support to Human Resource staff.
How does it get done?
Provides technical expertise within the classified services for the Department of Cultural Affairs (DCA) by reviewing, analyzing, and documenting comprehensive analysis and recommendation(s) of recruitment, classification and/or compensation actions and facilitates processing of required paperwork, approvals and entry into system. Update logs to ensure all transactions are up to date and processed timely.
Responsible for administering Family Medical Leave Act (FMLA), Leave without Pay (LWOP), Paid Parental Leave and Workers Compensation cases for assigned divisions within DCA. Updates and maintains current and accurate files and records for each employee.

Minimum Qualification
Bachelor's Degree in any field and one (1) year of experience in human resource operations; recruitment, selection, payroll, compensation and benefits administration, labor relations, investigations, HR-related training experience, and/or occupational analysis. Any combination of education from an accredited college or university and/or direct experience in this occupation totaling five (5) years may substitute for the required education and experience.
Employment Requirements
Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of continued employment. Must possess and maintain a valid Driver's License.
Working Conditions
Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required. Some statewide travel may be required.
