Why does the job exist?

New Mexico is in the grip of a gun violence crisis, one that demands immediate, intelligence-driven solutions. Firearms were the leading cause of death among children and teens (ages 1-17) from 2018 to 2022. Over the past decade, our gun death rate has surged by 76%, making New Mexico the third highest in the nation. Gun violence is highly concentrated, with less than 0.5% of the population responsible for up to 70% of gun-related homicides.
Traditional enforcement alone is not enough, and this position is key to changing that. As a NIBIN Program Administrator/Technician, you will operate at the technical core of the state's CGIC initiative. Your work ensures that ballistic evidence is captured accurately, processed efficiently, and shared effectively to drive gun crime investigations. This position is essential to linking firearm evidence across cases and supporting timely intelligence development that helps law enforcement hold violent offenders accountable.
How does it get done?

The NIBIN Program Administrator/Technician is responsible for managing and operating a designated NIBIN site under the jurisdiction of the New Mexico Department of Justice. Working as part of a coordinated statewide network, the technician ensures the timely acquisition, processing, and management of ballistic evidence at one of several sites located throughout the state.
Core duties include conducting ballistic acquisitions using the IBIS Brasstrax system, performing correlation reviews, and supporting firearm test fires when necessary to obtain ballistic evidence. The technician is also responsible for entering related information into the NIBIN Enforcement Support System (NESS) and conducting firearm traces using ATF's eTrace platform. This role requires ongoing coordination with local, state, and federal law enforcement partners to facilitate the intake, documentation, and return of ballistic evidence. The technician maintains organized records, summarizes acquisition outcomes in writing, and supports CGIC analysts by ensuring complete and accurate data is available to inform intelligence products. The position also supports compliance with ATF's Minimum Required Operating Standards (MROS), including audit readiness, system maintenance, and performance tracking across sites. Technicians must be able to work independently, follow strict protocols, and uphold operational consistency across multiple geographically dispersed locations. A strong understanding of firearms handling, digital imaging systems, and interagency collaboration is essential to success in this role.

This position plays a key support role in the CGIC framework, helping analysts and investigators deliver timely intelligence to law enforcement agencies and prosecutors.
Ideal Candidate

Minimum Qualification

High School diploma or Equivalency and two (2) years of experience related to the purpose of the position. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling two (2) years may substitute for the required experience.
Employment Requirements

Must possess and maintain a current Defensive Driving Course Certificate from the State of New Mexico or must pass and receive Defensive Driving Course Certification as a condition of continued employment as some statewide travel maybe required. Employment is subject to criminal background check and is conditional pending results of criminal background check. Be of good moral character and not have been convicted of a felony offense by a court of this state, any other state or the United States.
Working Conditions

Work is performed in a secure laboratory or office setting with exposure to firearms, ammunition, and ballistic evidence. Some standing, lifting, bending, and exposure to firearm discharge noise and smoke may be required during test fire procedures. Extensive use of computers, imaging equipment, and video display terminals is required. Must be able to lift 25 to 30 lbs. Occasional travel may be required in and out of state for training or coordination.
